Obviously this example extends the ideas to all kinds of units.
I'm sure this is possible although not very fluffy. Can I make my Rubric Marines from the world eaters chapter?

If you take the Rubric Marines from the 'Thousand Sons' section, then they're listed as default 'Thousand Sons' legion. If you take Rubric Marines from the general Chaos area, then you can have them pledged to any legion you want, including World Eaters.

Well, technically the Death Guard specific army can't take them either, but yeah, they can be taken by a generic Heretic Astartes army, a World Eaters army (which seems particularly strange, I'll admit) and an Emperor's Children army.

Just remember they are elites in generic CSM detatchments but troops in TS. Not that it matters much this edition with the numerous detatchments and lack of objective secured.

What do you mean a death guard specific army? You're saying hypothetically in the future whatever detachment that uses only a certain legion?
As far as I understand right now I can mix and match daemons and whatever heretic unit I want within a single battalion detachment or whatever as long as they are all from the chaos faction.

Edited to correct my mistake:
Actually, after reading the Chaos rules more closely, I was wrong about how it works.
The Death Guard & Thousand Sons 'army list' simply lists off which units can be given the 'Thousand Sons' or 'Death Guard' legion faction keyword.
But yes, it appears as though the Emperor's Children & World Eaters can freely apply their legion faction keyword to any of the standard Chaos legion units, including Rubric Marines.

While rubric marines can be in any legion generically, they do have mark of T by default. That prevents them from being in world eaters, death guard, and emps children.

This. Although it isn't clear from the sheet,it is explained in the into that where the chaos units have the God keyword, this is their mark of chaos.
This restricts what legions already marked units can join.

Along these same lines, what prevents a Chaos keyword army from taking the troops version of the Rubrics, Noise Marines, etc?

I don't believe that anything prevents it. It's just that the troops version of Rubric Marines always has the Thousand Sons faction keyword and cannot be any other <Legion>. Often there are character buffs that care about this stuff.

Troops Rubric Marines are Thousands Sons, troops Noise Marines are Emperor's Children, etc. Nothing stops you from mixing legions in a detachment. It's the same as the Imperium mixing chapters in a detachment.
However, if you used some other legion, like the Black Legion, and you wanted your noise marines and rubric marines both buffed by Abaddon, you would put them in the Black Legion, and they would count as elites.

Final paragraph is incorrect, sir.
World Eaters must have <mark of chaos> set to Khorne. Rubrics of any sort are set to Tzneech.
Mark of Chaos in the beginning of the leaked book explains that the <MoC> is often preset with the name of a god, but if it appears in the carrot format you are free to choose.
Death guard, world eaters, and emperor's children all require the <MoC> to state that legion's chosen god. World Eaters cannot have Rubrics, same as they cannot have a chaos sorcerer(since as a psyker he cannot have the Khorne keyword.
