Should this color be applied all over my Mephiston Red or is it meant to highlight?.. and where should I highlight?

I base coated a thing. Do I put layer paint on it next? Or do I wash it with Nuln oil and Earthshade then put the Evil Sunz scarlet on?

What do I layer on Abbadon Black?

Looks good to me; gives all kinds of flashy ork sports car of the sky vibes.... if that makes any sense at all.

The Scarlet Red is as bright as the crosshair though, I almost want to put it all over the red bitz. Wash first?

Yes. Wash to provide some more definition and really grunge it up.

How bright you want it to be? If you apply it all over(leaving just recesses) it's going to be very bright red overall. Alternatively you could just edge highlight concentrating on edges.

As for black eshin grey is good for layer colour.
