I noticed that in the Imperial Index Captains in Gravis Armor are 1 less power level while Hellblaster squads are 2 power level more expensive than in the Dark Imperium mini dex. Has this been addressed anywhere and I missed it?

generally, I wouldnt go around toting the Starter set pamplet in too many games. Some of the Death Guard stuff is priced differently also. Im more inclined to take the Index costs.

Just being a stickler but do you have a source on that? I couldn't find one.

The index has the currently correct points for 8th edition, until GW specifies otherwise.

The points may be updated at later date, which is one of the specific design goals for this edition. If they do update points they are not likely to reprint a bunch of DI boxes to change them.
