For clarification, according to the Designers Commentary for Warhammer 40,000 on the Warhammer Community site, modifiers are applied after re-rolls. So in the example given with the heavy bolter on 3+ to hit with a -1 modifier, if I had a unit near a character that gave re-rolls to all hit rolls, then a roll of a 3 is a hit, so not re-rolled, and then it is modified down to a 2, which misses. Essentially this means that some successful hit rolls will miss and cannot be re-rolled because modifiers are done after re-rolls. Is this correct?

also, is a unit "within 6" " of itself? Can a captain benefit from their own Rite of Battle?

Do you have to do anything? Depends on the text of the ability. In the vast majority of the cases you have the option to re-roll, you're not forced.
As for your second question, it is explicitly covered in the rulebook for aura abilities (the answer is yes).

Thanks. I went hunting to see if I could find a "can reroll all misses..." which might imply you're forced to reroll all or nothing... but I can't find anything wordred that way... so never mind.

Most of the rules I've seen use "any" failed hit rolls, not "all", so it seems that you have the option of rerolling any, some, or none of the misses.
From the explanation on the Designer's Commentary (and as explained by Reece), it seems like the sole reason they added this confusing rule was to prevent people from benefiting from having more negative modifiers by causing more of the misses to count as 1 (and therefore eligible for most re-roll auras). Unfortunately, because the re-roll auras of characters like Abaddon, Chapter Masters, Belial, etc. don't seem to address this, we're left with an unneeded complication in an otherwise streamlined game. I feel as though they could have avoided this whole mess by changing the "any failed hit" re-roll aura to simply say "You can re-roll any hit rolls", but c'est la vie.

Its also a good balance mechanic to the Reroll ability when faced with abilities that give penalties.
