Is it just to prevent units from charging other units or does it also play a role in shooting (other than at characters)

It also stops deep strikers from getting in too close, unless it's something like a mawloc

Unfortunately, except if it gets added later, shooting through other units is allowed and does not give any benefits as long as it's visible to the shooting unit. Only way is to hide them behind a big square vehicle.
But yes it's mainly a protection against charges, Smite and deep striking.

It's also really easy to bubblewrap now. If you put a friendly unit 17" away, there's no room between that's more than 9" away for them to drop into. That's a bit extreme, but your bubblewrap can be much looser and needs to physically occupy less space.

I've found bubble-wrapping to be vital so far in my games this edition. With lots of ways to set up turn 1 charges and 100% reliable deepstrike a capacity to soak charges and deny large portions of the board is going to be key for any shooting army.

Bubble wrapping does work against shooting in the case of melta.

Yep just played a game where I bubble wrapped my vehicles with scarab bases to stop the carnifex's wrecking my vehicles. They had to charge them, stayed in combat for a turn, then fell back and let the tesseract ark open up on them, and then they had to charge the scarabs again as I only fell back far enough to still protect the ark. Rinse and repeat.

Bubble wrapping does work against shooting in the case of melta.
Yes good point, it prevents your opponent from getting the second roll.
