Doubt it. Most of the rules the upgrades interacted with no longer exist.
There's no need for dozer blades if there's no difficult terrain (or terrain period, you could say). Same with extra armor - no crew stunned anymore, and I doubt they would make it boost the vehicle's T, W, or SV.

Nothing stopping them from working completely differently. Don't get too boxed in with your thinking. Take the Cognis rule that is scattered across the Skitarii. By your logic, it shouldn't exist anymore. It used to be that snapshots were made at BS2. Now it's that the weapon can be shot after having advanced. (if you can call shooting at -2 to hit being allowed to shoot.)
There is nothing stopping a dozer blade from being +1 to saves or something. If I were somehow magically writing the rule, I'd make it +1 to saves if you don't move. (idea being that your tank used that move to dig in a little.)

When they talked about vehicles being allowed to charge and presented the deathroller on warhammer community I thought CSM would finally have a use for their destroyer blades, they didn't make it to the index at all sadly. I hope some of those upgrades return with the codizes.

It is odd that some armies didn't get any upgrades for vehicles listed - the Eldar four of them in a small list in the index.

Tau lost them too. I think only Eldar kept their vehicle upgrades.
They used to be like this:
- Automated Repair System: remove immobilised/weapon destroyed on a 6+
- Advanced Targeting System: precision shots
- Blacksun Filter: night vision and immune to blind
- Decoy Launchers: 4++ vs Interceptor
- Disruption Pod: +1 cover save
- Flechette Discharger: S$ AP- hits equal to number of models in base contact with the vehicle
- Point Defence Targeting Relay: allowed overwatch with S5 or weaker weapons
- Sensor Spines: move through cover
I can see why they weren't into the Index, as they mostly wouldn't do anything nowadays. Howoever, why not a re-work? Support Systems got theirs!

Something like +1 to wound in the turn the vehicle charged would make sense to me. Extra armor could ignore AP worse than -2 or something like that.

I think how I'd probably re-work the IG vehicle upgrades is this:
Dozer Blades: Now a melee weapon with the following profile: S User AP-2 Grants +1 to hit in close combat (basically, the attack gains some AP and hits on 5 instead of 6 for most vehicles).
Alternatively, it could grant a 5+ invuln save representing a chance of the dozer blade stopping a hit before it reaches the armor. I think the melee weapon might be more Rule of Cool though.
Extra Armor: either +1T or +1 to armor saves. It's exactly what it says on the tin. Would probably be more expensive than its previous incarnation.
Camo netting: either a +1 cover bonus when not moving, or -1 to hit when not moving.
Searchlight: Night Fight rules still exist, so this might not need any changes.
Alternatively: grant a single friendly AM unit a +1 to hit against the illuminated target at the expense of granting a single enemy unit (chosen by your opponent) +1 to hit the parent vehicle.
This would interact more or less the same way with the new Night Fight rule but also allow the searchlight to function outside of Battlezone: Night Fight.
Fire Barrels: No change.
Enclosed Crew Compartment: +1T, can only be taken if the unit's datasheet specifies that it can.
Auger Array: deep-striking units may reduce their minimum distance from enemy models to 1", as long as they arrive within 6" of the parent vehicle.
Relic Plating: friendly psykers within 6" gain a +1 bonus to Deny the Witch rolls.
I do hope that at least some of these options return in the codex.
