Yes, Flesh Tearers are a regular chapter. Anything that can be used by loyalist space marines they can take as well.

Flesh tearers are a blood angel successor chapter and therefore have the BA restrictions and units only they may take gabriel sieth as opposed to the BA unique characters

Or, if you don't want to take Seth you can just use whatever rules you want and pick your <Chapter> to be the Fleesh Tearers instead, since paintjob doesn't affect rules. Or if you want the Blood Angels special characters just use the BLOOD ANGELS keyword. You can even take Seth and Dante in the same army if you want, but their special rules only affect units with the correct <Chapter> as declared on the army roster.

The access to them is not the problem. It is if they are able to convert the <chapter> keyword to their own, as by RAW they currently cannot as none of the FW units are in the lists given in index imperium 1 of the units chapters like BA, SW and DA can do this to.
Hence why it's in the 8th ed FAQ submission thread.

The blood angels successor chapter rules pg 89 of imperium 1 clearly explain how to take flesh tearer''s specifically naming flesh tearers
The desigers commentery/faq clearly explains in its very last question that you can't name a regiment chapter etc something else in order to "circumvent restrictions on what units may be included" so no they cannot take generic space marine stuff.
You can of course take space marines in the same detachment and name them what you like but they are not flesh tearer's then they are imperium

I think what they are referring to is painting up Flesh Tearers and then running them as, say, Salamanders with a Flesh Tearer paint scheme Forgefather.
The detachment is named "Salamanders" if you do the list build correctly but the actual models can be whatever color one pleases.

Then you have salamanders not flesh tearer's also that doesn't entirely work because flesh tears have acess to units SM don't get and vice versa so you can paint a baal predator whatever colour you like but salamanders can't use it

Salamanders absolutely can use it in a battleforged list as it has the Imperium and Adeptus Astartes keywords. However it lacks the Salamanders one, so it is unable to benefit from any Salamanders based buffs, so its overall usefulness may be questionable.
