I was sad but not surprised to see two of my custom models not receive rules updates from Forgeworld in 8th edition. My plague tower of nurgle hasn't had rules since the days of structure points (18 of them)! My Ork kustom battle fortress had a model until recently but sadly no new rules either. In an attempt to still use them I have decided to use the mastadon rules for the plague tower and the kustom stomps rules for the battle fortress. They are not perfect but the best matches I could think of.

Has anyone got a better suggestion for each? Has anyone else had to use counts as rules for models that had rules previously? I would love it if they made some design your own rules instructions like they did for vehicles in third edition.

I think you've gone the right route with a counts-as.

The best route would be to write up your own rules, just don't be a dick about it. I'm planning on making a kit-bashed mega tank for my Chaos Space Marines just for fun - won't be using in a bunch of games, but I'll steal some states from another big tank, throw on some weapons and give it a points tax.

Let's say a Baneblade is...I dunno 500 points. If I use the stat-line, swap around a few weapons, etc...and then I just price my tank at 550 points, the 50 extra points being a little cautionary amount to cover me making up a unit that doesn't exist. I know my game group would be fine with it, but when it doubt, bump the cost of your custom model.

It's really quite simple to design vehicles which aren't douchey cheese-mobiles. I think you could crank some out.

According to the Imperial armour: xenos faq they will be releasing the rules for the Ork battle fortress on the warhammer community website. Does anyone know if they have already done this or are we still waiting?

I was excited when they announced that rules would be forthcoming for the Battle Fortress. I hope they're good, and have a lot of customization options.

Before they said they were going to release rules for it I was planning to run my Battle Fortress as a Kill Blasta. I figure the three Big Gunz on the front could plausibly be a "counts as" Giga Shoota.

Edit: I wonder if they might release only Power Level data sheets for older, out of print models instead of points? I'm just speculating, I have not heard anything about them doing this, but power levels might be easier for them to deal with for units that they don't plan on giving much support.

Leviathan has no rules either, but its not exactly an official model either. I am making one and I will either run it as a reaver titan or if we do custom ill take the stats and point cost of the reaver, drop one of its arm guns, replace that with transport capacity, add one a ton of heavy bolters and lascannons, and maybe give it a leadership aura (like +1 or rerolls) and something that causes a penalty when it dies, like a -1 to Ld for the turn it dies. Id also like for commanders to be able to issue orders from it but I imagine ill have to toy with things like point values or wounds to even that out. Plus regardless of what version I do I will always have it on its last level of degradation become immobilized, because its a giant slow tank, and probably half its regular move.
