If i cant throw RP for flee model i will throw for all slain model if at least one model flee because unit hasnt been completely destroyed. You cant slain flee model so you cant completely destroyed unit with flee model.

From a fluff perspective, yes. So, would that mean that slain models are phased out to be repaired, while the fleeing ones toss their Phase Out transponders away like Star Trek Red Shirts?

Yeah, we used 'common sense' in 7th edition when we let Battle Brothers start in each others transports. We all know how that turned out...

Actually, it is more likely the same group doing FAQs for both sets of rules. It's only been a year, after all.

Not really. He still is as removed from play as if he was slain. The question is if the "how" a model is removed from play makes a difference. RP doesn't ask for models that have been removed from play, just slain models.
Unless the opponent was being terribly obnoxious about things, I would probably allow him to bring back models lost to Morale. It makes for a more interesting and challenging game. Admittedly, enforcing the "how" it was removed from play would actually make it a little easier to start tearing those Warrior Units apart. From a balance perspective, I'd have to see how much the Necron player would be handicapped by only restoring the slain ones as opposed to any removed from play.

Yes, actually, it would be. Refer to the 3rd ed codex, where it gives justification as to why the necrons would consider retreat, as well as a certain army wide special rule that kicks in once 75% of the necron army has been destroyed.

To be fair, the justification given in the codex was completely at odds with observable reality.

Okay. Except that retreating (read: fleeing) from combat was suicidal - because they were only I2 and so would invariably lose the roll of and get cut down by their opponent. Among other things, this had the effect of preventing them from reviving (so in addition to allowing themselves to be effectively auto-killed, they often ended up taking irreparable damage - thus depriving themselves of any attrition advantage).
In essence and in spite of what the 3rd edition book would have you believe, Necrons tended to flee at the least logical times and least opportune circumstances.

Yeah, the fluff and the rules were at odds there. I can see what they were going for ( trying to justify in-universe wise why a bunch of machines aren't fearless across the board. Because that would have been fun to play against), it just didn't work well with the sweep rules. It would have been interesting if they had a rule where you always had the option to flee or not, and that would represent their logic at work, but I can see how such a rule could be too potent.

How many Necron units have been Fearless over the years? While they are largely emotionless, they still have some organic intelligence guiding even the least of the Warriors (who weren't even soldiers before the "upgrade").
