Its abilities all effect units on top of the pad. but it is a model by all definition and therefore impassable.

Unlike all the other buildings, it does not have a transport capacity telling us to place models on top.

It also does not change any of the flyer rules; So even if we did have a way to get a flyer on top; it would have to remain in hover modeto benefit from the repairs.

Yes, the skyshield is broken and has been known to be broken since the indexes were released. Don't expect a fix anytime soon bar house rules.
