I'd be fine with it within reason.
You lost a model somewhere? Play without it, no stress.
Blood Angel Assault Terminators sold in boxes of five (one is used for an Ancient) but fielded as four so you can bring the Ancient? That's awesome, I'm doing the same thing.
Ten units of one Tactical Marine so you can spam Command Points? Enjoy playing a game against yourself mate

It's completely up to context.

If a guy is trying to game his way to extra command points via lots of troops, etc. I'm obviously going to strike it down.

If a dude bought a box of marines and used one for a conversion so he has just 4 for a squad or bought online just one of a unit that needs 3 for a squad, etc. I'm going to be fine with it.

It's all about if the person is obviously trying to be a butt cave or not. I don't tend to play people that are trying to bend the rules anyway. I play 40k for cool battles that I can take pictures of and to see a "moving" diaroma with rules.

If you want to bend things, play magic or yugioh where the designers practically look at you and say "That's half the fun."

If they don't have enough models because they are just starting or bought some used or lost one, I'd be fine with it. If someone wants to field 3 one-man units of Venomthropes instead of a normal 3-man unit, then hell no.

fcor me it's a matter of CONTEXT. if I sit down and play a game agaisnt a chaos player, and he fields a army that happens to include a unit of 3 chaos terminators, and a single obliterator, I'm gonna shrug it off, he may not have the nesscary models to field those full units, cause GW hates him


if I sit down across from a space marine player, who is deploying 1 IG vetern, 1 conscript, 1 guardsman, etc in a blatent attempt to farm CPs, I'm not gonna bother with.

Opinions are not facts please don't confuse the two

I voted Yes.

There are two possibilities. Either I know the person and I know they don't physically own the models required to make a full unit, so all is good there. (that's the purpose of the rule). Or I'm playing against someone I don't know and if it's clear they're abusing the rule I probably won't play against them again.

I also have no issue playing against, say, a Chaos player who want's to put 4 terminators and a chaos lord in a landraider. Normally this can't be done because the min sized unit for terminators is 5.

with the new faq I think most people will see that it is not just for casual play.

The rules now:

If you are playing a matched play game, you can
only include an understrength unit in an Auxiliary
Support Detachment.’

so there is a penalty for doing so and it seems fine.

Anyone who complains now is doing so for the sake of it.
Take 3 undersized units and you probably wont have many cp at all.

Oh I know. I go one step further and don't let any OBVIOUSLY veteran players use anti-tank units. Sure, it's in the rules, but they don't deserve that kinda handicap.

If the player doesn't have enough models but want to test the unit's rules, sure.

But making it a habit? No way, sir! At least add more models and pay their price to reach minimal price list

I must say of all the new rules in 8th edition that's the one I find... strange. I would have understood it if they included that rule in open or narrative play, especially open play is for new players to get the game started and who don't have an army ready. But if you do matched play... Sure, every now and then you might be like: hey, I bought those terminators but I only have 4 ready so far, can I try them out?
Every reasonable player would be okay with it outside of a tournament. There's really no need to put it in the rules, especially if you know already there's a bunch of WAAC players (just look at the ETC lists) who will abuse every unclear rule they can find.
