If I read it right, 8th edition core rules are free, but if you want a *totally complete ruleset* and want to know the point cost of every single model and every single option for every single army - then *in time* you will have to pay in quite a good bit, as costly (well costly for me anyways in the aggregate) codexes are going to be released that will replace the current free indexes. Assuming you wanted to do things completely above board.
Does that sound about right by most guesses here? (Or is there any actual confirmation and hard information other than speculation available?)

The 15 pages of core rules are free, you have to pay for everything else (including Indexes, I have no idea where you got the idea they were free from).

GW stated originally that the core rules of the game would be free. They are. However, the information necessary to use those core rules is not free. So the game is not a "free product". I believe the free core rules are more to let players take a look at them before buying. There are a bunch of staunch gamers who wouldn't give the game a second look if they weren't free (some people actually liked 7th - reasons unknown).
It is, in essence, a simple preview.

Indexes aren't free, but I have been playing off the Core Rules Packet with no trouble. And I certainly don't plan on buying codexes for the armies I don't own a lot of models for, as long as they don't 100% invalidate the rules in the index ill just keep using that. So I'll continue to get mileage from the index even if I do end up buying codexes for Dark Eldar, Orks, and Guard.

A lot of models are also coming with basic, index-like stats in their boxes, so you can always play with them straight out of the box (this is probably also to discourage second-hand buying of miniatures, as they obviously would only rarely come with the paired datasheets).
If you want actual point costs and matched play, that's when you gotta fork over the money.

Well... lets just be honest here most of dakka had full copies of the indices on our computers before they were officially released. Even more copies floating around now. I bought the index for my current main army just so I could use it in store without getting dirty looks from the owner, but for everything else well....

Actually, it's to allow GW to release new models without waiting for a new codex since they've had problems with that in the past.

Seems fair to me so long as they aren't using mini boxes as the sole distributor of certain unit's rules (incorporation into the next dex).

Yeah that does free you from a very static release timing window to one that's now far more flexible.
