I'm starting a pet project of "truescale" space marines using primaris models as a base.
So each and every marine of my army will be true scale.
I also want to integrate scouts (even more so that I'm leaning toward Raven Guard).

But what about their size ? Are they mortal size, marine size or somewhere between the two ?

Scouts in combat missions have gone through all but one step to become a full Space Marine: they are missign the Black Carapace (which links the power armour to their brain).

So yeah, they would be the size of a normal Space Marine minus the added height and bulk of a full power armour.
I actually think the models for Space Marines and Space Marine Scouts are in scale to each other.

So if I read you correctly, normal scout model would not be at scale with primaris based models ?

Yeah, that's right.
The upcoming Primaris Reivers could work as a base for Scouts, they are less amoured.

Are you wanting to do actual Marines or Primaris Marines?

Because the Raven Guard have a Successor Chapter of strictly Primaris Marines now.

Out of curiosity, have they said what slot the Reivers will fall in?

Intercessors > Troop
Inceptor> Fast Attack
Hellblasters> Heavy Support

Reiver> Troop or Fast Attack?
Aggressor> Elite or Heavy Support?

They are Elite. The EtB datasheet already leaked.

Weird, that's a really competitive slot for a lightly armored unit.

That's because they aren't lightly armored. They have 3+ saves and 2 wounds, just like intercessors.
