The rules for Voice of Command state "This unit may issue one order per turn to the soldiers under their command at the start of their Shooting phase." Does this mean the start of the entire shooting phase, meaning you must issue orders before making any other shooting, or does it happen when you activate the unit to fire?

It says "their" shooting phase, referring to the Unit, not the player.

"This unit may issue one order per turn to the soldiers under their command at the start of their Shooting phase."
"Their" as a pronoun is refering to "This unit".

Huh, that's an interesting question. It doesn't say beginning of "the shooting phase" or even "your shooting phase," but "their shooting phase."
Of course, units don't' have a shooting phase.
In the past, orders had to be issued at the start of the shooting phase, in an specific order, and the shooting was resolved immediately. Now, you don't resolve it immediately, so the draw back to issuing them all at the beginning is a lot less.
I think to be safe, you should issue orders at the start of your player shooting phase, but you can make an argument that as long as you issue the order before the model shoots, you've followed the rule.

And you can, you just need to issue the order at the start of the phase. Unlike in prior editions, the order simply gives a buff to the unit, it does not require the ordered unit to make the shooting attack immediately. So, you issue FRFSRF, then you blow up the transport, than you shoot with the unit that has Rapid Fire 2.

well, the rule was worded that way in the 5th and 7th edition books, but now Orders simply give the unit a buff. It's not 100% intuitive, so asking is never a bad idea.
