Dont't believe that bullcrap as its completly untrue, BA, DW, and SW all can take the new units without needing the codex because GW specifically released a pdf with all points for the Prmaris stuff the non codex marines can use until they get their own codex, they only say that non codex players should buy the codex if they want all the new stuff in one place otherwise you need to buy the seperate models to get the unit info in the box's dataslate and have this pdf if you want to use them until they get teir own codex

Which only helps for primaris marine units, not for things like cheaper power fists.

One can only hope they do errata the indexes to keep parity with the codexes. Otherwise we're going to go back to the bad old days where Ultramarines had 12 man drop pods.

Funny thing is 4/5 of these had official models.

Wazdakka never did. Half the Dark Eldar characters never did.

It's hardly special treatment if your character with no model doesn't get shiny new rules....

Can someone point me to which F&Q has the "use the index for old options" ruling in it?

Having looked at the Rule, Index Imperial 1 , Designers Commentary & Stepping in to a new edition F&Q's I can see this on any of them (may have just missed it)

Landspeeders, LS Storms any pretty much anyone on a bike have all been slashed from the new codex too.

There is none
Just an Article on WC that states that Index Datasheets and Matched Play Points are replaced with Codex Datasheets and Matched Play Points as soon as they are out.
If a Datasheet is not replaced the Index one is still valid

But if you are using outdated/OOP or converted models you are allowed to use the Index Datasheet for options that are not longer available with the codex point costs

Speeders and storms are in there still, albeit with edited options.
You can still play bike-characters, using the index. For now.

The first day I got my CSM index, with the help of post it notes, I wrote out the pts costs next to entries.

Once this is done, leas flipping back and forth....

Same applies to index use, and then codex use. I don't even need the index after that point.

Give it a try.
