Is a Storm Talon in the hover position, and stationary, considered to be strafing??

Or am I taking the word strafing to literally.

Well, do you loose the Strafing Run rule when hovering? There's your answer.

Attack repeatedly with bombs or machine-gun fire from low-flying aircraft.

Hovering whilst strafing seems perfectly reasonable.

In game terms, neekoni is dead right.
