Do people run Militarum Tempestus Scions and if so in what setup in 500 or 1000 point games?

Cheap as they are I really think they're quite common even in small formats.

I load them out usually two squads with 2 plasma and a plasma pistol each, and a tempestus prime with rod of command. Deepstrike within 9 inches, order them to reroll 1s and kill whatever you're targeting. Especially at 1k or less points.

I'm looking at what to get into in 40k and scions have nice looking figures etc., but limited vehicle options. Are there other regiments or units with more vehicle options, look nice of are better than standard regiments?

They are point for point the 3rd best infantry outside of Conscripts and Plasma MT Command Squads.

Financially it does not matter. Scions looks like something in between SM and Guardsmen. DKoK looks good, but I like Elysian drop troops better.
I like infantry most, and lighter vehicles and I want to go Imperium or xeno (tau maybe, but can't say I like the battlesuits).
