Let me preface this: I have yet to win in 8th edition.
I understand Orks are low-tier, and I get that I play in a way that gives me very, very bad odds (Shooty Freebooter style). My army is freebooter themed; Loads of Flash gits and artillery with a counts-as Badrukk. And don't get me wrong, I am not discouraged about losing, and I love my army, but I can't be a doormat and lose every game forever and still get quality games.
So next month I will set aside $50 to improve my existing army to help my odds a little, but I still want my army to be fluffy to my freebooter narrative; But what would I buy to help myself the most?
I am considering Burnas, or A Deff Dread, (or more Flash gits?...), or would something else be in order? Also, don't really want to buy forgeworld. I can't really buy any new books, and I want my army to be acceptable to most people. I play a lot of pick-up games at the FLGS.
I often bring Big Choppa Nobs (10 of them), Flash gits (10), trukks, Badrukk and most unnamed foot-slogging HQs, and I have atleast 30 slugga boys (though I do not prefer to bring just a metric butt-load of Boys, even though that is indeed the best strategy for Orks. I like to vary things up.)

$50 wont get you this from a store, but you could probably get one from e-bay, you need a battlewagon. Its a Land-Ship for your freebootas. It holds a ton of guys and its open topped so they can all fire out of it.
I think a battlewagon will be a great addition to your army.

Ork Shooting isn't in a great place right now. I'm guessing that Chapter Approved and/or the Codex will help us out, so I wouldn't give up hope on the idea. I'd say that people who want to play shooty orks are going to struggle for the time being so it could be best to just buy whatever you think is the coolest until things get fixed (hopefully soon).
Some of our best shooty units are in Forge World, but I can understand why you would want to avoid them.
The suggestion of the Battle Wagon isn't a bad one, as it can protect your expensive shooty units and it can mount a bunch of Big Shootas, which aren't bad IMO. One thing t consider is that if you have a bunch of foot sloggers and then one Battle Wagon, and your opponent has a good mix of anti-infantry and anti-tank, you're giving your opponent good targets for all his weapons and the Battle Wagon probably won't last very long.
A Dakkajet might be a good shooty unit, but I'm not sure if it is in your price range. They don't strike me as the most points efficient unit, but also not trash (I haven't played with mine yet this edition, so I'm just theorizing).
Kannons or Tankbustas might be good for anti-tank. Tankbustas really need some form or protection, so Kannons might be the better option? I'm all for supporting your local gaming store, but IIRC the new production Kannons and Tankbustas are both finecast so I would look for them on eBay. You can also make Tanbustas pretty easily using rokkit launchas and tankbusta bombs from the regular Boyz kit.
Is a Big Mek with a KFF one of your unnamed, footslogging HQs? How are you keeping your Flash Gitz alive?

You might want to look at some fortifications. Some of them allow up to 10 models to shoot from them, which is perfect for flash gits.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.

With 24'' He will have a Hard time getting anything in range.
Battlewaggon is always nice for freebooterz and gives them good protection and flexibility.
Otherwise bring as much ammo runts as possible for spare LP. So maybe a Box of gretchin?
That way you can stay Footslogging.
Wyrdboy also works for shooty orks to get your stuff where it needs to shoot da gitz.
KFF adds a lot to durability, dok is also very good for Flash Gitz.
I play shooty orks as well and having 2 mobs of boys at least proved to be good.
Bring some shootas they fit very well.

You are pretty much in the same pirateship as me
I have my own freebooterz theme, playing with Badrukk and flashgitz. So far my conlusion is that you have to put them in a trukk or wagon (that 6+ save is rough). And you have to max out on ammo runts. Biggest probem is the everlasting pricetag, pointwice. So far I find it very hard to play more then 5 gitz with runts.
I just bought a morkanaut since I really like the kustomforce field and it packs a serious punch. When the morka is ready I plan to run a trukk alongside it with Badrukk + 3 runts and 5 gitz with 3 runts. Rest of the army will be a mix of boyz and deff dreads. And maybe most importantly a weirdboy with Da Jump  Should be said that this is for 1850-2000 point games.
I have tried to somthing similar with a battlewagon and big mek, but it did not feel right since you start bleeding points very fast when playing with elite/ deathstar'ish ork armies.
I would get a some sort of transport if you dont have it, and if you do I would consider a Morka/Gorka (there are a couple of tutorials on youtube on how to magnetize, so it is easy to get both) I got mine for 50 $ ish
Should also ad that the Morka/Gorka dont give much options so it is a pretty safe to assamble and paint before the codex is out.

You definatly need a battlewagon. And while you're at it some meganobz would suit that wagon. Dont buy burnaz!

Wagon. My favorite kit. Deffrolla if you can swing it cuz it looks kool.
