Don't have my rulebook to hand, but it goes like this.

If I have multiple guns on my model, such as a stormraven do I have to declare all targets before shooting starts, or can I fire the hurricane bolters and based on the result then decide if I want to fire other weapons at the same target.

IIRC, you must declare all targets before resolving any shooting, and then resolve each one in whichever order you choose.

Step 3.3 of the shooting phase. You have to declare all weapons targets before firing. You can't crack open a transport and then shoot the dudes who bail out with the same unit.

In the shooting rules. </Sarcasm>

But Step 3.3 is what you want:

3. Choose Ranged Weapon
The weapons a model has are listed on its datasheet. If a model has several weapons, it can shoot all of them at the same target, or it can shoot each at a different enemy unit. Similarly, if a unit contains more than one model, they can shoot at the same, or different targets as you choose. In either case, declare how you will split the shooting unit’s shots before any dice are rolled, and resolve all the shots against one target before moving on to the next.
