Can infantry more or less climb through any floor/wall in ruins as long as it has sufficient horizontal/vertical movement?(do they require doors in order to go through?)
May vehicles traverse through the walls of a ruin?

Game Workshop hasn't written much on Terrain, but they have done so for Ruins.
The only thing that section contains is the exact answers to these questions, so what part of the text leaves you concerned?

Using the Ruins terrain rules in the BRB, INFANTRY can pretty much walk through walls, floors and ceilings as they please, so long as they have sufficient movement. No need for doors, as the rules explain.
May vehicles traverse through the walls of a ruin?
No, as the rules only give permission to INFANTRY keyworded units.

All depends on if you are using core rules or advanced rules.
Core rules: block movement to all models, but technically any model can be on any level.
Advace rules: infantry can walk through it like it isnt there and vehicles and some other models cannot go up in levels.

Our interpretation of the rules is that they still have to go through a window or a door. They can not pass through walls.
Moving
A model can be moved in any direction,
to a distance, in inches, equal to or
less than the Move characteristic on its
datasheet. No part of the model’s base
(or hull) can move further than this. It
cannot be moved through other models
or through terrain features such as walls,
but can be moved vertically in order to
climb or traverse any scenery.
But the movement between floors traverses through the floor board...unless your trying to put more realism into the game. In that case house rules will vary I assume...

Ah, now we are getting onto something that can be debated:
INFANTRY are assumed to be able
to scale walls and traverse through
windows, doors and portals readily.
These models can therefore move
through the floors and walls of a
ruin without further impediment.
As a follower of Permission - Restriction - Exception, I firmly believe the underlined exists to remove the Restriction you quoted.
I go further to state it could have no other purpose but then to revoke the Restriction on moving through Scenery Pieces such as Walls, but only for Scenery Pieces agreed to be Ruins. The Rules for Measuring Movement already inform us to measure up the side of a scenery piece and along the ledge the Model would have walked and back down the other side. So, to climb through a window, we already can go up the side of that wall and through the gap in the window, then back down the other-side of the wall. If the Window in the Wall is too small for the Model to fit, well... the Model has to go through the Wall in that situation as well anyway. There are also lack of such things in the floor, so no matter how it is turned it gives permission to go through solid pieces.
In addition, these are still Scenery Models representing a Wall that is meant to be in a state of disrepair, to the point we can see the Room inside!
If you have ruins that are thicker and a lot more solid, feel free to add to the Datasheet a Rule making those walls truly Impassable.

There is no debate to be had here. You are both 100% correct on different levels of the rules.
Yetti, and his understanding is correct for Core rules.
Jinx is correct for Ruins found in Battlefield Terrain in the Advanced Rules
In Core rules scenery does not really have much impact on the game other than limiting movement, los, and some provision of cover; but all of those do not care what the scenery is specifically.
Advanced Rules have specific battlefield terrain that each does a different thing: and, of course, modifies the Core rules where appropriate.
This is also why claims that the Ruins rules "do not work" or whatever are completely Farcical: The opening paragraph to Battlefield terrain tells you that these are expansions to the core rules.
