No. Units that have a rule like Find the Best Spot still "deploy", but they deploy in the shadows, in a teleportarium etc (i.e. in reserves). They still take a drop, to use the vernacular.
I am dumb and this isn't true.

Thats fair enough, I was working off memory and thought the FtBS rule was the same.
Looking at it now, yeah, it's super special and doesn't deploy until everyone has deployed. Which means you will never be the "player who finished setting up their army first". Seems like a harsh penalty for taking Ratlings, but there you have it.

Bcb was right for most of these rules; it is just this rule that is goofy.
I would discuss it pregame, and would allow my opponents to use it without being forced to "deploy last"(of course Guard is usually last to finish anyway so it is not like it is really changing that much).

Yeah, it made me put mine back in the box. :-( They're flimsy at the best of times so being an easy First Blood AND preventing me from going first isn't a great incentive to include them.
