Got to go with Blood Angels or any of their Successor Chapters.
These are the guys who go all "RIP AND TEAR!" when they fight. Fighting giant super soldiers who go into a battle rage must be a rather unsettling experience. All that bloodshed...
Though Raven Guard is a good pick too but for different reasons.

At least we are getting consistent votes for the Carcharodons. They do the stealthy part of Raven Guard and the ripping apart of Templars/Wolves/Tearers but they stay quiet during the whole thing. +1 for the Carcharodons.
They are both masters of stealth and assault. They kill and butcher without battle cries or verbal commands. Their "Red Tithe" planetary visits cause populations to dread their arrival. They are pretty unkind and unsubtle in their interactions with humans.
The have white skin and black eyes which evokes the Raven Guard. However, they take it step further by sharpening their teeth (a notch scarier than the Wolves).

I agree with the parties that say the Carcharodons and the Raven Guard. I Feel like the Minotaurs would not reach the same level as these two Chapters, but they'd still be relatively scary.
Blood Angels and their successors would be scary as a general rule, with my agreement also lying with the people who say Flesh Tearers - they would be especially scary and for me would probably be the most scary.
As much as I love them, I don't think the Black Templars would be relatively scary compared to other Chapters. I think the scariest thing about them is their zealotry and when you compare that to the Blood Angels and their Successors, I think that pales (especially compared to the character of the Flesh Tearers).

The Exorcists chapter requires recruits to be possessed by a daemon for 12 hours. Then a Daemon Hunter would "banish" the daemon. Those who survived physically and mentally became full battle brothers. The rest are terminated. Chapter is said to come from the Grey Knights gene seed.

One thing I haven't seen mentioned yet is that during battle they are completely silent. No chants, no war cries, nothing.
That in itself is terrifying.

Salamanders in open battle, theres a reason the Japanese were happy to march into a hail of bullets but ran from flame throwers.
For what comes after? Templars. Not even close. With their ties to ecclesiarchy you're going to see some nasty crucifixion and torture as religious sacrifices etc. You'd want to die to bolter fire rather than survive the encounter on the losing side.

No matter how many you take out, they just KEEP COMING, and they keep shouting things like "BURN THE HERETIC! DESTROY THE XENOS!". Some even start chanting or singing about some Chapter or book thing... they must be insane! And that big one? Just turned to look at you in that way a big predator animal looks at it's prey.

It's not just the weapons themselves that would make Sallies terrifying (and SoB while we're at it). It's the smell. From what I gather, that's truly horrific.
Also, I hadn't thought about Templars after the battle. That's a damn scary prospect too.

I'm going to chime in with the Minotaurs on this! and yes I do collect them but I started that for a reason  they have a real languid confidence of utter resolve in their abilities, not to mention they are still just a little on the bezerk side and run around with a Chapter Master who's nearly Custode size and is basically a suit of armour animated by simmering rage. their single mindedness once engaged in warfare is frightening, no counter orders or battle plans will stay them unless it's from the High Lords and even their allies aren't safe if they step over the line and accidentally anger them (take Hecaton Aikos for example  )
put all this into a bowl and stir liberally with the fact they WANT to face marines as foes and pride themselves on shutting down renegade chapters and show them they are superior combatants has got to lend itself to the abilities they have against anyone! (since Marines are already the pinnacles of warfare, the angels of death) these guys would be supremely scary to face even if you were a Carcharadon, if you were a Carcharadon who knows how utterly brutal you are and your fell reputation stretches across the galaxy and you land on a planet amidst a war and the enemy you see is a Bronze marine who just doesn't give a gak who you are ready to take you down! ..... that's scary

Carcarodons or Space Wolves get my vote. Unlike the example with the big RG, these two forces have a huge load of animal savagery on top of the usual Marine heroics.
From the average Firewarrior point of view, UM follow a recognizable military deployment and tactics. They advance and fall back, use covering fire, and sensible tactics (for the setting).
The Space Sharks would be the Jaws theme constantly. One minute your force is chilling, then the next these grey armored giants appear out of nowhere ripping you and your buddies a new one, and if you manage to beat them back, they just fade away and strike again later. You are never safe, they are always circling, picking off lone units, waiting till you let down your guard, always, without letting up.
Wolves are similar, but have an extra level of crazy. They two will flank and hit from the sides, but they add extra giant wolves that are as large as your commanders mech suit and think it might be tasty, smaller wolves larger then a individual warrior that are almost fast enough to run under your pulse rifle's range. Even larger marines that are stronger, can pound down a Riptide and will claw your men apart with claws and teeth, and will do so even if mortally wounded, and aircraft that beat the laws of aerodynamics into submission and carry large squads of howling maniacs that run headlong into your fire just to tear you limb from limb.
I mean only chaos berzerkers can up the ante on that.
