Bloodletters can take a daemonic instrument that allows them to return D6 slain models to the table if they roll a 1 when taking a morale test. Are slain models returning to the table considered summoned models? Do you need to pay summoning points for these slain models?

The conditions do not specify that they are summoned, they are returned to the table from being slain to an already present unit, so I would say this is in a similar vein to Necron Reanimation protocols so I would say no as they do not have to pay additional points to bring these back. you would probably only be able to bring back as many as have actually been slain though in the first place.

No you do not. You never pay reinforcement points to replace slain models, only to add new ones.

To clarify, you only need to use Reinforcement Points to add new UNITS, not to add models to an existing unit, but I'm sure that's what you meant.

Yes, a fine but important distinction.

For example, DG players do not pay for new Poxwalkers, even though they're not returning slain models, as it's still an existing unit - conversely a 'Nids player pays for the Gaunts a Tervigon spawns because it is a new unit.

Lol, of course, not sure why I didn't include that caveat. Though I think virtually all "new units" armies can generate mid-battle have mechanics (whether locally on their datasheet or elsewhere in the army) for recovering slain models right? So I was probably doomed to correction regardless of the example given lol. Unless there's a unit I'm not familiar with (which of course is pretty likely).

The most obvious ones that don't are the chaos ones. Namely the various "make a spawn out of enemy" spells / wargear.
