Second this sentiment.
You want anything shooting for real in with Cawl. The Arquebus especially so, because they need to hit to be worth the investment. So swap the Troops out between your detachments. The
Blandguard would benefit best from the -1 to-hit as your screen, so they are harder to dislodge via shooting. The Neutronagers need to be with Cawl, because their low number of shots simply must hit. The Icarus one will probably be fine with just the TPD, since you are out of slots once you shift stuff around.
Scrap the upgrades on the Vanguard. They are a throw-away screen unit. Datasmith is probably superfluous too with Binharic Override being available.
