So I have a most likely silly question.
What does "under their command" mean in the Voice of Command rule?
Does it prevent an HQ with that ability, to give orders to troops of another detachement (that are of the same regiment)?
I would assume it's just fluff blahblah, but I want to be certain.

I mean don't get me wrong, I agree it's fluff and not rules, however, unless you can actually prove it is fluff, it can easily be argued it is part of the rule and must apply.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

I think you'll find you're the one who needs to provide source that it is a rule? Please show me the rulebook definition for "under their command". The game is a permissive ruleset. It has to be, otherwise I can say "Eating a grapefruit gives all my models 200 wounds, show me where it says that's prohibited?"

Iirc the grapefruit loophole is closed as of Chapter Approved, you have to eat a whole onion now to get the same benefit.

i thought they changed that to the lemons rule.
Where one needs to consume a whole lemon equal to the amount of wounds for the unit

Games Workshop has made a habit of putting fluff in italics, rules in normal print. For example:
SUPER SWEET BOLT PISTOL OF COOLNESS
This ancient pistol is so cool it is super sweet.
The Super Sweet Bolt Pistol of Coolness has the following profile...
BETTER BOLTGUN OF SUPREME KILLING
This well-crafted weapon was designed to murder it's foes.
The Better Boltgun of Supreme Killing is a boltgun with the following profile...
The first would not be affected by anything that affect bolt pistols (unless it calls out the SSBPoC. The BBoSK, however would be affected by things that affect boltguns.
