Hello everyone, this is my first time posting here... I've played warhammer 40k on and off since 3rd edition and decided to get back into it since 8th dropped. I play Imperial Guard. Here is my 1000 pt list so far, I am having trouble filling it out, I feel like I am slightly weak on anti-tank but I am not sure what I can take... If anyone has any ideas for how to fill out my list I would greatly appreciate it. I am looking to make a list that is both fluffy and can compete, but not necessarily to bleeding edge tournament levels.
Rules:
-No abhumans (Against my regiment's fluff.)
-No plasma (I know it's good, but its so unfluffy to have an entire regiment outfitted with rare and expensive plasma guns unless they are from Ryza or something.)
-No melta (They're getting nerfed to 17 pts per gun in Chapter Approved 2017, seriously scratching my head at that one, they weren't that good to begin with, but now they're a waste of points.)
-No commissars (They suck since the FAQ, and commissars embedded at the platoon level goes against my regiment's fluff anyway.)
-No platoon commanders (Why would you ever take one order for 20 pts when you can take two for 30 pts and use an HQ slot?)
-No removing anything (I like what I have so far.)
-No Forgeworld (I have the FW book, but I want the list to be legal for any events that block FW, and half of my opponent pool won't play against any FW lists.)

I am aware this isn't a legal detachment as I have one too many heavy support options, but I am hoping to rejigger my detachments once I got everything I know I want to take. Thoughts?

another basilisk in a spearhead detachment make your tank a tank commander, and move your other heavy supports over there, and you still have room for a master of ordnance, either that or a valkyrie that has a lascannon and hellstrike missle

Your requirements are kind of hard to work with. basically you want to find something to do with 169 points?
If you're open to being a little flexible:
definitely could use some more anti-tank. You're kind of hamstringing yourself by denying meltas (melta is only 17 pts on bs 3+ models) and plasmas to your infantry.
The lascannon HWT is a fat and easy target, i'd put those into infantry squads.
I like ratlings more than command squad snipers, and think you should too- especially if you aren't taking any of the equipment that the command squad has access to like vox/medkit.

Hey I like the fact your trying to keep it fluffy.
I would say maybe a Valkyrie or some stormtroopers for speed but they might go against your fluff requirements
As for your detachment’s legal requirements, you could put one set of your mortars inside some of your infantry squads. But if you had to drop something to make it legal I would drop the mortars.
I think if your looking for some thing very fluffy I would say a couple of hellhounds although they might not be the most competitive right now

Stormtroopers would fulfil the plasma requirement, as they are elite enough to carry them.
Filling out into a Speahead detachment with another Heavy Support choice would be solid - Manticores are nice. Leman Russes suit the Valhallan trait nice too.
Switching the lascannons into the infantry squads and replacing them with the heavy bolters would be ideal for safety.
Valks are always solid too.

I actually feel that you could benefit from another Basilisk or Manticore. You're a little low on reliable anti-tank/big things killers. I agree with beatwithaglobe, that a Tank Commander is also a good idea.
Valkyries are fairly solid, especially if you stick an infantry squad in them, grab an objective with them. It's worth a shot.

It never hurts to add another Russ. In fact, I think your list needs it. I'd even go so far as to consider pulling the Basilisk and running 3 Russes. The stock Russ is one of the most cost-efficient vehicles in the game right now. Battle cannons do a ton of damage and it soaks up an unreasonable amount of wounds for 150pts. The thing is, if you only bring one you opponent can easily counter that. All the anti-tank weapons in his army will focus it down and it'll be lucky to make it into the 3rd turn. 3 Russes however is more than most lists can easily deal with at 1000 points. How many Lascannons does a typical space marine list bring to the table at 1000pts? 5? 7? How many can you focus down before he slags your first Russ? Best of all, running a full squad of tanks is fluffy and provides your army with a theme that it's otherwise lacking.
Also, I'd put the lascannons in the infantry squads and move the heavy bolters into their own heavy weapons squad. This provides your lascannons far more protection and prevents them from being wiped out by a single lucky whirlwind shot and a bad leadership check.

Another Russ is equivalently also a good idea, though it depends on what your fluff is too. I second another Russ.
