Can you use a pregame strategem as many times as you want in matched play?
Like new daemons can deepstrike as many you ita as they want as long as they spend the command points?

I *think* that the answer is yes - you can only use stratagems once per phase, and during deployment there's no such thing as phases.
In fact, I just double checked the BRB, and, quote:
"Strategic discipline: The same stratagem cannot be used by the same player more than once during any single phase. This does not affect stratagems that are not used during a phase, such as those used 'before the battle begins' or 'at the end of a battle round''.
So, deep striking daemon armies are totally a thing again. if you have the command points.

Remember the 'Tactical Reserves' rule found on page 215 of the main rulebook would still be in effect for Matched play.

Yes half the army still has to begin on the battlefield. I use SFTS with my Raven guard all the time.

also..... the CP cost to deep strike a lot of daemons stacks up pretty fast.
9 CP for 9 units if the power level is below a certain threshold. 8 for 4 units if your going for big units. That is a battalion just for those CP's
That is a HEAVY investment into CP intense list if you wanted to go that way. So I'm pretty confident you wont be seeing half a daemons army deep striking. Just ain't feasible.
Also... that 30 unit of horrors would cost 2CP cause it's power level doubles past the first lot of 10. 2CP is a pretty big deal when considering that most things that are pretty good in the codex are 2/3CP even the 1CP things will stack up quickly
