So, I just want to point out ahead of time that this isn't speculation, or wish listing, just an idle question to the fan base.
The Blood Axes in fluff have a history of working for humans as mercenaries.
When the new Ork codex gets released, how would people feel if one of the Blood Axe clan abilities was like the genestealer cults one, where they could take a detachment of IG (representing the clients)?
Like I said, this isn't speculation or rumor, just an idle thought about rule/fluff interaction.

We need more mercenaries, at least allow Xenos to have some allies.
At the same time we need a better allies system (If you have Xenos/Chaos/Imperium keyword in your army you loose all chapter/etc... habilities)
I'll like it.

I'd prefer allies to be completely banned. No more soups but only pure armies allowed, at least in matched games and tournaments.
As an ork player I'd be horrified if my beloved greenskins gets the possibility to mix up with other races.

Alas that boat sailed away long time. GW would invalidate many of their lines making selling those models very hard. And we know they are REMOVING restrictions to sell models rather than increasing.

I would be very happy with it as it represents the background and allows for fielding an interesting mixed army!
From a gameplay perspective might someone try to exploit it? Certainly, but that is more a problem of certain units in the Imperial Guard list being very efficient than with the concept itself.
However, one could make the argument that you can already do this to your hearts content in narrative play. Why does it need to be in the tournament focused match play rules?

Yeah, I find that even in casual play, being able to say it's tourny legal tends to help with complaints against something.
There's a perception, at least where I used to play, that tournament legal is more balanced, at least to a degree.

I’d be okay with it, as long as pure Blood Axes have something else going for them to balance them with the other clans. In think in 6e IG and orks could ally with almost no penalties.

I really like how the detachment system works for the Imperium. I'd not change it at all outside of probably adjusting how it contributes CP somehow.
The problem is definitely that it doesn't work for Xenos, who lack the sub-factions to support it (outside of Eldar). Personally though, I think the solution is just that we need a new Ork subfaction. Elite Orks similar to the Ironjawz that generally run smaller model count armies would be an amazing addition to the game.
I think a good middle ground might be something like a united Rogue Trader army of some sort that was just kind of hodgepodge of outlaws. Orks, Kroots, stuff from the Necromunda line, etc. That would make for a great "bridge" faction between Orks and IG or Khorne or something.
But yeah.... Orks need new releases, and I really think it would help if those cam in the form of some kind of new subfaction to help them make use of the detachment system.

I would much prefer it is Ork Freebooters were an Ork force I could ally up with other units but on a roll of a 6 they shoot at my won units or something.

How about the chance to "loot" an objective? Where on a roll, say 6= claim with objective secured
3-5= claim as normal
2=claim and get back 1d3 boys, or 1d3 wounds for a multi-wound model.
1= it's not an objective anymore, but gain another benefit, say +1 to hit, or something

I agree with this. Ministorum, Assassinorum, Inquisition, Custodes, Sisters of Battle, and Grey Knights should all be one faction.

Honestly I just wish allies were more available to all of the xenos factions. the original allies matrix was nice, but maybe do an updated one wth more options. we know tau works with their human helpers and that if they are with space marines and a big threat shows up you can bet a tag team would happen. Hell, Necrons and blood angels went frienemies on Tyranids in the fluff. I used to play an orks with chaos marines list that was fun. the orks did the chopping, the csm did the shooting. fluff with I played it as emperors children thinking they have tricked to orks but the orks knew what they were getting into but wanted the help fighting the imperium anyway. "May as well let them purple humies blow up those metal boxes so da boyz can gets at the blue humans inside"

Nothing stopping it from being banned in tournaments except the desires of the tournament organizers. They usually go by what their gamers largely prefer and will attract the most people, or the specific prejudices of the organizers themselves.
In matched play outside the tournaments, you still have the right to refuse any game against an army that isn't a single codex. I don't know how many games you'd get that way, but the right is still there.
