Well. Now that my local meta just about all has their Codexes, things have started to get a bit more competitive. Not looking for something that can place at a tournament, just something that can handle the occasional Daemon Primarch or Wave Serpent spam. Here is what I came up with.

I will be giving the Librarian The Angel's Wing relic, and the relic banner to the Company Ancient. The Company Ancient will be hanging out near the four Devastator Squads that will be spread out to be wholly within 6" around him.
The Rhinos will generally be deploying on the flanks to deny areas to deep strike, and the Scouts will either screen, deny area or just deploy on objectives.
Let me know what you guys think.

The first thing that jumps right out is that with only a minor tweaking you'll get a spearhead. Should be quite easy to find points. ML are your only heavy weapons you own?

ML are quite flexible when one has to take on tanks in one game and a horde in another.
The army looks quite good. Leave it.

Yeah, all of my Marines are old metal ones (circa 1993). After stripping all 100 or so of them I have begun rebuilding them with new bits to breathe new life into them. I managed to get some of the other heavy weapons on them with a LOT of cutting and bending of the tubes that run to the backpacks, and hollowing out of the shoulder that holds the grip/trigger of the weapon... But I did not want to do that for all four squads. The Missile Launchers go on perfectly fine as long as I use a standard backpack with it instead of the larger one. Traded away my other heavy weapons and just have nothing but Missile Launchers now.

An empty rhino to deny deepstrike for 74 pts. ? I would use razorbacks with twin heavy bolters, they are only 13 pts. more expensive and have good range and good firepower.
I like to use inferno pistols on DC. They can be used in CC and hit hard.

No, the 4 Tac Squads will be in the 2 Rhinos sitting on the flanks, but close enough that the guys can pop out of the transport go get back into Aura range. Having my plasma squads in Rhinos has saved their butts in many games.

I wasn't critisizing the ML's. Random HB gives some tactical flexibility when used with the hellfire strat, but my main point in the post was the spearhead detachment, which he on needs points for one more HQ.

I figured that is what you meant, sorry if my post came off as rude. I am tempted to pick of some of the plastic Heresy Heavy Bolters since they don't have an ammo feed running into a backpack, but even changing out 1 Missile Launcher in each squad and dropping the extra Storm Bolters on the Rhinos doesn't net me the 69 points for a Sanguinary Priest. I COULD take another LT, but the 1 extra CP doesn't seem worth losing some of what little anti-tank I am actually bringing.

Agreed, I don't think re-shuffling the full list to earn 1 CP is really worth it. The army seems well put together. I'm personally not really a fan of death company unless you commit with large squads, and/or lemartes would be nice.
Vanguard veterans are a strong option because they let you put stormshields on a few. maybe 3 stormshields, and put thunder hammers/PFist/etc on some others (so that losing a stormshield doesn't kill your AT). Sanguinary guard are nice also. Banner of sacrifice, which you're not using but it's something to think about, also works on VV or SG but not DC and will help your jumpy beatsticks to survive to their second target.
Those are just opinions though, and I don't currently run any blood angels so 'grain of salt' and all that. Looks like a solid TAC list

Ah, the Banner of Sacrifice is going to be on the Company Ancient who will be hanging out by the Devastators. And I am going to have The Angel's Wing relic Jump Pack on the Librarian. Although it only leaves me with 8 Command Points, I have found that sufficient in most games using a similar but less optimized list.
I have tried Vanguard Vets for a while now, and they just didn't do it for me, so I ended up popping all the arms off and converting them over. The Bolter & Fist/Chainsword combo makes them great at lighting up a squad for something else in the army to finish off, or to force losses on a squad due to morale. They rarely shoot at what they end up charging unless it is to try and plink wounds off a Carnifex or other T7 or lower big creature/character. The extra attack from The Black Rage on the charge has been brutal since I don't run anything that provides rerolls with them, so rely on weight of attacks alone. I end up using them to disrupt the enemies infantry, assassinate characters left unattended, or charge tanks to force them to fall back. They are a nuisance that cannot be left alone, keeping the rest of my army fairly sage from shooting while they grab objectives or dump Missile shots into something.

Irked Blood Angel Scout with Combat Knife

I wouldn't run the angels wing on a libby personally. Libbys aren't very good in combat and only have 3+ armour so rerolling charges doesn't make sense to me. I would drop the libby for a chaplain to go with the death company, or better yet try to cut a few points elsewhere and take Lemartes who'll give himself and the death company rerolls to hit and reroll charges.

List looks good, but I'd do the following:
1) Lose 1 member of the Death Company. Should give you enough points for the following
2) Trade the Capt for a Sanguinary Priest on a bike. Adds 1S to units around him and healing will help keep your awesome, awesome Librarians alive. With the bike he should have little trouble being where he needs to be.
3) Give the none Mephiston Libby a Fusion pistol. D6 Melta pistols make him a threat on par with Mephiston and might help take some heat off him for a bit. With the Jump Pack he can likewise be where he needs to be.
Frankly Fusion pistols are just awesome for the points, and a Character in Melee is going to get a lot of mileage out of it.

1) The only issue I see with reducing the Death Company further is that I will see less returns on Unleash Rage and Honour the Chapter. If anything, I am toying around with the idea of dropping the second Power Fist and the extra Storm Bolters on the Rhinos to get a tenth man in the unit to make my CP expenditure go a little further.
2) I also don't like the idea of taking away the rerolls for the Devastators. I have been running them in a lot of games without the Captain, and they have been very dissapointing. Especially since they have a chance of shooting when they die, I want to maximize their shooting even as they die. The Sanguinary Priest while handy, often is left without a job to do because the Death Company rarely live very long at all. Most of my opponents go out of their way to remove them, and they generally do it very well. Plus, I am trying to avoid using any Index options since it makes it so I have less books to carry around and reference.
3) As much as I love Inferno Pistols, placing one on the Librarian who Deep Strikes in with the Death Company is kind of a waste. He won't be able to fire it the turn he comes in, and he generally dies shortly after as well. Most people aren't willing to allow a model that shuts off Overwatch to live very long. He has become public enemy #1 at the store.
Thank you for the suggestions though, it did give me stuff to think about.

Your list is very solid from many angles. Clear battle roles, only thing I would propose what might be an issue on maelstorm missions, is that your mobility is only in three (+Mephy) instruments (two rhino's and the DC&LIB). Also being so clear for the roles, some opponents might predict your moves, but still the solidness might still thriump. So please let us hear when you get some games underway, how it performs. I would love to hear some mono-BA greatness!

I am hoping that once my Scouts come in (possibly a week or so), I will be getting to field this list. I got in 8 more Missile Launchers for my Devastators today, and the last two Servo Skulls I am using as my Cherubs. I can't wait to start running it.
I do agree that mobility may be an issue. I have been running 3 Rhinos and a Razorback in my current list, and it has worked wonders. At least the Scouts can play as objective grabbers if the opponent didn't bring anything that can Deep Strike in. Maelstrom missions seem to be somewhat of a rarity here, I seem to be one of the few people who suggest them. So I guess a slight advantage this list will have is the relative inexperience that most players have with the missions.

You know, I have been toyong around with the idea of replacing Mephiston with Lemartes. It actually gets me enough points with the swap and dropping the extra Storm Bolters off my Rhinos to get a tenth member of the Death Company as well. I failed a 9" charge with my Death Company last game, even rollomg 3D6 for the range, amd burning ANOTHER CP tp reroll one of them... Dang triple ones.
Pretty much the only reason I give The Angel's Wing to the Libby is because of Quickening/Wings of Sanguinius. I have failed enough 9" charges (even rerolling or using a CP) when I first got the Codex and when I was still using the Index for me to realize that if the Death Company fail their charge they are just instantly dead. The Librarian has the best chance of making it into combat without having to use a Strategem. That has saved my Death Company quite a bit when charging units with lots of auto-hitting ranged shots.
I am still tinkering around with the list, and will be trying out both version, the one with Mephiston and the one with Lemartes.

Well, after a few games of trying out a slightly lesser version of my list (I haven't finalized the trade for my Scouts), I am quite happy with it. The Banner of Sacrifice is absolutely insane with the three Devastator Squads camping wholly within 6". It makes the units VERY tough to remove. I am beginning to feel that the fourth unit of Devastators is actually uneccesary.
So, with my Lemartes coming in Monday, and hopefully the Scouts as well, I think this is the list I am going to aim for. For those of you who suggested Lemartes, and suggested I try to fit in a Spearhead Detachment, I thank you. Those were good suggestions and make sense. The 10 CP it nets me offsets the 1 CP spent on a second relic. And Lemartes will be very good for making sure the Death Company make it into combat with a 3D6 (rerollable) charge range. With the Librarian, the Death Company and Lemartes all being able to reroll charges, it should be a fairly reliable assault element to the army.
