If absolutely all craftworlds (including those on the Web and even the Black Library with its Black Guardians, which are described by the eldest of the Eldar) will unite with all exodites, harlequins, Ynnari, corsars and the Dark Eldar, how great will the power of this Alliance be? Can they become equal to the Imperium? There are a lot of dark Eldar and homunculi know how to create new ones from a test tube and resurrect the dead, and if they turn their intrigues and wars apart and unite, it will significantly strengthen them.

No.

Their whole theme is that they are a dying race and at this point, no matter what they do, they will slowly fade away.

Tragically receding. That’s their MO. They might have just enough in them to combat Slannesh, but beyond that they will simply die off.

I saw with eyes then young, and this is my testament.

Yep, this. There are just too few of them.

Actually with the introduction of the Ynnari, there is a theme that the Eldar are still pretty powerful, if only they would just unite and get their act together.

The latest Craftworld Codex alludes to this with one of its timeline entries. The various Eldar kindreds are meeting and bickering over what to do for the future, with each arguing their way is the best. A daemonic force interrupts their meeting. The Eldar all unite and handily defeat the Chaos force, in effect showing how powerful they could be if they worked together. Then after victory is won...they go back to bickering and then end up leaving without agreeing on anything.

I don't think the Eldar would necessarily be equal to the Imperium (at least not straight away) but they would still be incredibly powerful. United they could cripple the Imperium sufficiently that it falls to it's other foes but that doesn't actually help the Eldar.

Tell that to Biel-tan.

Arashen, Segmentum Pacificus

Not weak perhaps, but damned nonetheless and a reminder to mankind of what tragedy could befall any race at the height of its power.

Somewhere below not strong and above anemic. Kinda like single ply toilet paper; all bunched up and it'll do the job done while taking heavy damage but the moment it hits water it all dissolves.

If eldars farseers are good enough, they could in theory see some branching future where they do survive. Think the big tree in 'name of the wind' by patrick rotfuss, or the 'golden path' from dune.

Ironicly, the cabal wanted a future where chaos died out in the horus heresey books, but they did not manage that.

If the eldars manage to thread the needle of future they could be quite powerfull.

Less then Tau, I know. And tau is a speck. We are talking about 40k, it's scale, and this race in comparison to those whom can claimake they own a million or millions of stars like imperium and orks for example.

In fact, yes, do not forget about Commorragh.
Homunculi grow new Eldar from a test tube and resurrect old ones with the help of torture. If all the Eldar are involved in some large-scale war, homunculi will be able to constantly receive victims for torture and constantly resurrect other Eldar. Not to mention the fact that the dark Eldar become stronger from the suffering of the victims. The longer the war, the stronger they will become.
The problem of Commorragh.is that everyone there is fighting with each other. If they unite, and even more so unite with the other Eldar, this faction can represent a formidable force

Oh, and how do you think the Eldar will be stronger if they fight morally?
Most Eldar do not want to use such things as Void Spinner or D-Skythe, because of their culture. If they deny this and start using all their might, will this change their position greatly? Void Spinner is used only by Biele-tan, and if everyone uses it?
As far as I know, there was one story when the Eldar encountered the Emperor's Children, but they released Hemlock Wraithfighter and immediately defeated their enemies.

It's simply 40k doing the "it is the end of the third age, the time of eldar is passing and it is now the time of men" schtick they ripped off from Tolkien.

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

That is not dead which can eternal lie ...

... and yet, with strange aeons, even death may die.
