I've never used any forgeworld models, but I've been thinking about adding one to my death guard army, but had a few questions first.

Do people frown on forgeworld? From what I've seen they seem to usually be far more powerful and points efficient than regular 40k? I'm not a cheese gamer and don't like using obviously broken units, especially if it's designed that way to get people to buy the more expensive models by making them way overpowered. Are there some that are balanced and not OP?

What book do I need to tell me what units can be taken in death guard detachments?

The mini I really like the look of are the sicaran tanks. But I know nothing about them rules wise, could someone please give me a little rundown on what they actually have?

Some people do, mostly based on not knowing anything about them or based on playing that guy who uses people's lack of familiarity with FW to cheat.

No, most of them range from garbage to meh. If they do make a unit that is genuinely great then it usually gets nerfed in uselessness at it's next update (see CA). When you get your index skim through it and you'll find lots of units that make sense in terms of fluff but just don't work on the table (especially for IG) and units which are totally overcosted.

You'll need Imperial Armour - Index: Forces of Chaos

For the rules you'll want Imperial Armour - Index: Forces of Chaos

As to how balanced they are, that's going to depend on the model. The impression that I've got is that Forgeworld rules tend to be not that well balanced as an overall package, so any one unit might be OP, but it might alternatively be almost comically underpowered. I don't know them well enough to say which units fall into which category. A lot of the points costs were changed fairly drastically in Chapter Approved 2017, which suggests that the main GW studio disagrees with the Forgeworld studio somewhat on how balanced those units are.

I use Necrosius, the Plague Hulk and the Blight Drone. I'd say Necrosius wouldt still be a good choice if he costed 20-30points more, the Blight Drones 60points more compared to the Bloat Drone really hurt, especially since the Blight drone doesn't have DR. But I'd consider Bloat Drones to be too cheap for what they can do, so if you include both kinds of drones they balance each other .
The Plague Hulk is also on the expensive side, but he works well as a huge distraction carnifex and is a great model.

So, just like GW - some things are too cheap, others are too expensive. I really wouldn't be worried about including FW in your list.

Like it has been said, the thing about FW is that it is uncommon.
It is the underlying consept of not knowing a diddle of what the FW unit does or can do that makes your opponent sceptical.

If you bring a print of the rules page from the index everytime you bring the FW model and show it to your opponent, moust wont have any problem playing against them.

That's the problem - they are all over the place. While GW authors at least try to hit balanced spot, FW seems to not care at all, and in the same book you can find stuff ranging from plain terrible to horribly OP. Actually balanced units are sadly rare, vast majority of FW stuff has problems in either direction. I have seen claims FW armies 'average' to balanced but that doesn't work either, if not for the $$$ price every single tournament army would consist of almost nothing but cherrypicked FW units...

If they do make a unit that is genuinely great then it usually gets nerfed in uselessness at it's next update (see CA).

Yeah, and that's why FW IG, Chaos FW stuff, and Fire Raptors sweep the tourney tables of everything that isn't Eldar for a what, whole year without nerf now?

[before someone pointlessly nitpicks - yes, some things were nerfed. biggest offenders though were left alone, so it's not like that matters for overall balance]
