Starting a tau army for friend with left over tau stuff: what's the difference between the old and new kits? is it just new arms, heads and accessories or is the torso & leg bits also different?

The detail is fresher on the new kits. Old kit had the torsos, legs, etc kind of going 'bleh' in spots.

New arms, heads, new weapon option(Pulse Blaster), it has all the Drone options, and it has the Support Turret option.

what about the scale? Is it the same or has the new kit rescaled them kind of like what they did with deathwatch marines?

Nope, same scale, just a sharper kit with more options, as Kan said.

The backpacks have noticeably less detail and the torsos have noticeably more flash on the old kit.

Also on the old kit the backpacks attach with a circle hole (which allows it to spin in place) while new has an oval (so they always are aligned perfectly).

new kits are so good.
