Chaos space marines codex has a strategem allowing a CSM psyker to swap one of his powers for a power from dark hereticus. Can this be used on a aspiring sorceror to swap out smite?

I would say yes. The keywords match, and Smite is referred to as a "psychic power".

Only the Daemons codex has a restriction on stratagem keywords (via Special Snowflake FAQ), and the Death Guard codex explicitly allows for other factions stratagems to be used on units not of that exact faction so long as the target is legal and/or the keywords match.

I predict we'll have the usual suspects clamouring that it's not "intended" to be able to replace Smite, but as written the rule lets you swap out Smite, no problem. Handy since the Aspiring Sorcerer has a depowered version of smite.

As BCB said, he fulfils all the necessary requirements and would be a good target to use it on. I've seen this same query before on DD but I can't remember where as it inspired me in a game of 2v2 chaos vs Imperium to recommend my friend use it on one of his sorcerers to get a better power.

The question was already answered, but GW also clarified this in the TS FAQ:
