I want to start a new army. I'm not sure exactly what I want, but I have an idea in my head that the army will be built around infantry squads that can take two Assault Weapons, everybody else will have Bolters, and ALL the guys in the squad will also have Bolt Pistols & Close Combat Weapons. The squad leader will then be armed either with a Combi weapon or a Bolt Pistol and Power Weapon.

So lots of short range fire power, backed up with assault power.

Right now the only army that can pull this off, that I am aware of, is Space Wolves. I think Chaos used to be able to do it but can't in 8th. Is there any other army that can pull this off?

Chosen were fixed so you can do that.

If you want to do this in Chaos, I recommend Alpha Legion. With their stratagem they can still pull off getting in to melee turn 1 reliably.

An optimised list will use Berzerkers for this, but you could also do it with Chosen or Terminators if you like those models.

SM Command Squads can do it, but you're limited to three squads now. Hard to make an army out of 15 guys.

Well in that case, I'll throw Dark Angels in the mix.

Deathwing Knights are super badass looking melee units. With support from DA buff units like Asmodai and Deathwing Ancients they get really scary too.

There's also the Company Champion which is a 4W character with 3+/5++, and 3 melee attacks at 2+ WS, S7, -3 AP, d3 damage. The best bit? That's only 44pts, and the guy is an elite choice you can take multiples of!

Getting back to your original idea, they also have Veteran squads who can take a decent range of weaponary, including dual pistols. Not the most optimal loadout, but pretty cool visually!

No, you aren't. You're only limited in Organised Play (if the TO Says so) and not normal Matched Play.

No nearly everyone's going to enforce that the same way they do any "optional" rules.

First because it's not that had of a restriction unless your hardcore playing the meta, second because it makes it harder for TFG to be TFG which we all appreciate.

That said if you're playing with friends I'm sure they'd at least let you try it.

It's just pugs that'll say no.

A shotgun is just a different boltgun, it's not really the same as packing two plasma guns or flamers.

OP: Deathwatch kill teams can carry the weapons you're looking for.

Index: Imperium I, and their codex is coming out in May. There's a few minor rules in chapter approved like a relic, warlord trait, and two stratagems.

Just Deathwatch. Hopefully they will finally get good rules this time.

Also, to reply to your question, right now, every single DW veteran can take chainsword or power weapon of some sort in one hand, bolter (with a lot better shooting mode) in the other, plus all models having 3 attacks if you mix things correctly. You can swap any bolter you want for any pistol, special weapon or combi-gun SM can use, there is also option of souped up cannon basically combining short range lascannon with heavy flamer for really good assault power.

The downside is, DW are kinda overcosted and have limited to bad relics/chapter tactic/warlord traits/strats, all of which should be fixed by Codex.
