So my friend wants to field a mixed space marine army with a detachment of grey knights, and a detachment of blood angels, under the new battle borthers rules this seems to still be allowed, as while you cannot use IMPERIUM, AELDARI, YNARRI, CHAOS, or TYRRANIDS it seems you can still use the faction keyword ADEPTUS ASTARTES, now rules as witten it makes sense, but I also find this pretty frustrating, to have him able to pick the best units across several space marine factions, while eldar can no longer do that at all, is there any reason he cant do this? or will I just have to learn to deal with it thanks in advance

The Battle Brothers beta rule is concerned with all units within each detachment, not across all detachments in your army.

This means that yes, your friend can have a detachment each of Grey Knights and Blood Angels, and a third detachment of Astra Militarum even, so long as the Astra Militarum units did not mix within the same detachment as either the Blood Angels or Grey Knights.

You are correct that the Blood Angels and Grey Knights could mix within the same detachment by virtue of the ADEPTUS ASTARTES Faction keyword, but your friend would lose access to Blood Angels and Grey Knights stratagems if he did not have a pure detachment of each.

This means that you could have an Asuryani detachment and a Drukhari detachment within the same army, but could not mix units of each Faction keyword within the same detachment.

The Battle Brothers rule only cares about inside a detachment, not between detachments.

An army with a detachment of Blood Angels, a detachment of Grey Knights and a detachment of Astra Copywritum is still legal, what you can't do anymore is take a mixed Blood Angel and Astra Copywritum detachment.
