I'd like to see a new Imperium army. Something like a race of Super Primaris that have no variety, are twice the height, no transports, 4 wounds and horrendously overpriced in both points and purchase price.
....and although I'm joking, I also know it's much more likely than any other option.
Realistically, I think we need to be pushing backwards in time and see the return of the old ones. They disappeared - perhaps they used their psychic shenanigans to jump forward in time (which explains both their disappearance and why they magically returned with nobody noticing in the preceding millennia). Necrons being the obvious primary enemy.
GW could upcycle their Lizardmen catalogue, keep the Aztec theme and just give them crazy laser beams instead of clubs.

While the number of armies right now is fine, a recently discovered human world army might be interesting. One that hasn't lost all of the tech and such from the DAoT. Would in many ways be like a IG/Storm Troopers army, but with a different tech base. Not a horde army, but not an elite one either.
Give it cool esoteric goodies from the DAoT, All that cool stuff the Mechanicus (not necessarily the players) wants. Things like special issue lasguns for basic small arms, access to different types of power armor and tanks, and such.
For fluff, they could have been cut off millennia ago, except for maybe a handful of worlds in a similar state. With the fall of man these well developed outposts (but still outposts) did what they could to keep things running. They still had a few ships, and some contact between their worlds, but when things went dark, that when the attacks started. Slowly at first, but more and more, forcing them to devote more and more of their developing resources to defending themselves.
Finally after advancing and fighting, they end up meeting humans again. But it's nothing like the culture they remember. The technology mostly seems like the dregs of what the DAoT had to offer, the culture is nothing alike, and the religious views are in many ways completely alien.
So advanced tech. Not in the same direction as the Tau, though there should be some similarity. I'd go for a cross between Eldar and AdMech.
The faction should feel like if a Ghost in the Shell style nation got stuck in the 40K universe. It's a tragedy because they remember some of what happened before the fall. They remember the heights that humanity had reached, and what they rediscovered is not what they recognize. Their own species is almost as alien as their long attackers, and in many ways just as willing to wipe them out, subjugate their people and loot and destroy their society.

I'd go with the Khrave. They are one of the few Xenos species that have some background on them. They also have a history going back to the GC. They can also fill a trope that really isn't touched by any of the armies: the brain sucking aliens.

The other half of the Tyrinids.
Turns out the Tyrinds have turned their entire galaxy into a green growing paradise. Every world colonized evry star supporting life all interconnected and mutually beneficial. There maybe war but no waste.
The Tyrinds are the graderners of that galaxy and having fully cultivated their galaxy they set out accross the void to continue the great work. Some intelligent tool using species went with them. They would be the new race.
They are built on the 6 limb pattern most Nids are. But they wear armour ride bikes and use machines. They would start with a couple dreadnought type units, maybe a warwalker, bikes and Calvery. Cause thats what I want to play.
Back to our story. Over the last 10 000 years the psychic taint of the corpse god has driven the Nids mad. They think this whole galaxy is damned and instead of cultivating it they are cleaning it. It must be scoured clean of the corruption before they can begain again.
How is that for grim dark.

Possibly FFG/Disney. While GW probably has contracts laying claim to the ideas presented in the RPG, those can get dicey at times. Rakghouls also exist in Star Wars as well. FFG is now producing a mini game in direct competition to 40K using the SW IP. Now the actual legal grounds for contesting Rak'gol armies would be shaky at best, I've definitely seen weaker grounds and it is possible that Disney might really jump in on the whole thing in order stick it to a major competitor in an area they are trying to make money. Even if FFG/Disney really have nothing to allow them to win, there is always the slim possibility that it could turn into Disney suing GW just to hurt them in legal fees.
Yes, this is speculation but it is something that I really doubt GW would want to risk when they can easily avoid it.

I agree, especially when they have the Hrud waiting in the wings as a major release with no rules released.
There is a lot of fluff about how devastating Hrud migrations are, it would be neat to be able to take control of a Hrud migration on the table.

Some really cool ideas here. I like the idea of bringing in some more crazy different (non humanoid) aliens like the megarachnid etc.
Ultimately though (IRL) i think theres possibly too many armies to keep up with at the moment. Id rather GW update old models and flesh out whats already here first. Some of the older models BADLY need a rework, Abaddon, obliterators and Catachans spring to mind.
If I was to pick something though, i'd pick Agents of the Imperium + pirates/mercs/necromunda gangers. (Human and alien). I had a heavily converted Inquisition force that got nuked from orbit with the index. I was so salty I opened my own mine. So yeah, a highly customisable Inq/merc/pirate band would be my choice. I know it's not really "new", but I demand reparations damnit!

A xenos army based around savage hunters. Something close to the predator with 6 limbs.
Heavy close combat leaning with some shooting support.
Indian/south asian influence on armour and weapon design.

A reptilian race with advanced technology and a savage, honour-based culture. Their technology is impressive but driven by their culture so it only seems to develop in areas they think are important: physical strength, resilience, fast movement and an aggressive, stand-up-fight way of tackling every problem. Clean-looking technology (unlike the IoM) but not as universally applied as Tau technology, e.g. if it doesn’t help us fight, get to the fight or survive the fight we haven’t bothered with it.
Centauroid, muscular, horse-sized and with a gift for languages. Their space travel is simple, able to make small Warp jumps and reliable, but short range and prone to breaking if they travel too far.
They are migratory, and until recently moved between the same few systems of planets, their whole race up and moving every few hundred years to avoid ever over-using a single biosphere.
Their species was missed during the Great Crusade because it was far in the galactic east and they were mid-migration when the outlying crusade Fleets passed by. As far as the crusade knew, their empty cities were ancient ruins, abandoned by some long gone aliens.
When the first Genestealers moved into the galaxy a few thousand years ago they took hold in this species and the race was divided in two. Half fled, seeing this corruption as an unconquerable problem and they simply chose to cut off the infected part of their race. Those that fled chose to visit entirely new worlds to avoid their infected brethren. Those that were infected continued their circular migration until the Tyranids arrived and devoured their worlds. The Genestealer influence prompted some of these infected ones to forge out into new worlds as well, rebuilding their culture as heralds of a great spaceborne cataclysm. Now they see their role in the universe as guiding the Tyranids to their next feast, and do their best to spread their Genestealer taint with an open, evangelical zeal.
Currently, worlds across most of the galactic east are within range of these aliens and are at risk of a visit, either from the pure, untainted aliens looking to challenge you for your world and then live on it for a few hundred years, or the tainted aliens looking to tell you all about the great holy Armageddon they herald.
And that’s how we get Zoats back into 40k...

The race from the sci-fi movie arrival - assuming Abbot and Costello are larger beings of this race, say Dreadnought equivalent, they could be an amazing army. Time influencing abilities and other havoc abilities and jazz.

a) Giant Lizard (Seraphon Prime)
b) Giant Ape (King Kongo)

A dragon/lizard alien race that are following the Tyranids looking to exterminate them after they ravaged their own galaxy. Function over fashion no nonsense tech. Four legs, two arms, tails. Lots of wounds, high toughness, poor saves, fast movement. Short ranged weaponry with only a few units designed to go into melee.
