ETC format events? Seeing as he's in the
UK and
ETC is a commonly played ruleset here...

But seriously though in regards to your list (I'll be going off list A as currently
FW isn't allowed in the
ETC format):
I'm not sure a lord commisar is necessary either run a normal commissar if you really want it but I wouldn't run one at all
Personally I would try and get a knight gallant in there as they can really make use of the strategems and get the extra 6cp for the list
Perhaps to make the points up I would cut the warglaive and 1 executioner and Harker and swap the detachment to Cadian as anything harker was giving re-rolls of ones to was stationary anyway
Then make the other leman russ pask I personally wouldn't run him in an executioner i found it was far too often he was out of range turn one anyway with the plasma so I'd just go for the good old battle cannon instead
I'd cut the cyclops and spend the points of giving infantry squads plasma mainly because for them to work you really need at least 3 cyclops and plasma firing all game can add up and actually gives the guardsmen something to hit slightly harder targets with
I'm assuming the crusader has the relic thermal cannon? If so thats fine it looks pretty good on paper but
d6 shots worry me
Don't bother running the gauntlet on anything other than a gallant a 4+ to hit in combat is too much of a hinderance to pay for especially if you add the gallant in
