First and foremost thank you everyone who gave suggestions to my 5 IK list. I will continue to pursue loyalist IK because they have a codex and better strategems.

However. I own mostly a renegade army. I can proxy 30 cultist as AM infantry squad and proxy 2 special trench coat cultist as Company commander. That is what i would do to play loyalist. I own zero chimera, sentinels, lrbt, basiliks, valkyrie, any vehicles. In 7th edition i was fielding an Unending Horde army taking full advantage of out flanking destroyed infantry squads.

If i instead played RH. i have the proper army of cultists. I can also have 3 data sheets containing 6 heavy weapons teams of mortars. Double what loyalist AM gets. The following list is just toe dip into chaos version of what i might consider playing.

As a fellow R&H player i see a massive lack of manpower on the field.
Why exactly are you running laspistols when you can equip lasguns on your commanders?
Any Idea on what covenant you are using? Guess Tzeentch would be a option.
Mortars are an autoinclude in R&H atm so nothing wrong with that.(except on militia, actually weren't you the person that had a full unending host army that got shafted hard, i might have an idea how to make it work again)
Aren't dual gun knights meta ?
Actually since you wont be using that much CP especcially in regards to the lack of stratagems for R&H why not instead take a other type of detachment.

Your Knight detachment is 6CP for having three knights

So you could split your Batallion into two spearhead detachments to make it harder to kill mortar squads with smaller sizes

Limit of 3 data sheet in 1001-2000pt games.

I cant be running around with 6 datasheets of heavy weapons team. The whole point is to utilize RH's unique ability to have 6 hwt in 1 squad.

Yes dual gat avenger knights are meta but i just dont have the points at 1500.

If i play 1750 or 2000 i could just take more infantry to address that lack of man power on the field.

Tide of Traitors is limited to once per game.

I have a ton of melta gun infantry squads who cant out flank anymore.

I hope you do realize that we don't have access to any stratagem right? No tide of traitors we are not CSM
Couldn't you drop one knight? Replace the guns on the other knights and have some pts left over?
That way you could bolster the screens/ add more smaller screen units.
Why not run Melta Marauders btw? Stalker makes them really annoying to deal with.

I guess i missintepreted your mention of "Tide of Traitors".
Technically as a AM version /subfaction in the Am book we should be allowed like the others to take non specific Am stratagems, however that makes no sense for R&H. FAQ just states that regiment specific Stratagems are off limits for all IA AM armies and since we only really exchange Imperium with Chaos and Astra Militarum with renegades and Heretics we should technically get access to stuff like grenadiers or other such nonsense, granted FW still is owing me a response so, take that with a grain of salt.
Imo we should get access to CSM stratagems except legion specific ones but that is another can of worms...... Blame FW for throwing out the index this halfbacked.

As for point 2: if you have a proper LOS blocking table set up a max squad can footslog very well, also Meltas are assult weapons and since you anyways will not use your CP much, might aswell reroll there no?
Frankly the only real AT weaponry atm that is reliable are Disciples and Command Squads with the Trifecta of : Missile Launcher, Autocannon and Lascannon and a Plasma Gun.

What i would do with 150 cultists, and mortars?
Run 6x 20 Militia Squads with voxes and 2x 14 man command squad with command voxes. Why you might ask, well the answer is simple: An average morale of 8 for the whole army, add in the Chaos sigil which lets you roll 2 dice for morale and take the lower and your militia just became highly annoying. 90 pts per squad one of the most succesull tarpit units i ever used. Best part is you don't need enforcers respectively can actievly use enforcers on cultist blobs or mutant hordes whilest the rest of the army does not need babysiters anymore.
The right Covenant makes them also potentially dangerous and since command Squads are not disciple squads you can bypass the rule of three meaning that you just need some HWT with lascannons or autocannons and voila a really sticky army.

Sorry about the tide of traitors. I didnt plan to use it. Bringing back only 40 cultist isnt as great bring all 150 back but 40 cultist is still 160pts. Not so bad to spend 1 CP to bad its CSM only.
