I want to run the Alaitoc craft world attribute. Am trying to order some models with the codex so am wondering if there are any requirements to running this. Do I need a certain number of ranger squads?

No, there is not a ranger squad requirement.

Nope. Your only requisites to gain a Craftworld trait is that your army is Battleforged (see the main rulebook).

But some named characters are locked to a specific craftworld. For instance Eldrad is from Ulthwé, and can't be taken in an alaitoc detachment.

DE are arguably the most complicated army to get your head around when picking them up for the first time due to the restrictions on army composition, absolutely not a benchmark to compare any other army to.

On special characters, note that:
1) Avatar is not a Special Character - there's one for each Craftworld.
2) Phoenix Lords do not belong to any Craftworld, but can be taken in any Craftworld list without breaking the attribute for the detatchment (without getting the benefit).

The remaining Special Characters (3?) do have Craftworlds associated with them, though.
