Generally speaking, Snipers are pretty mediocre on Guardsmen; they're too few and they just don't have good enough accuracy to be effective. If you wanted to keep them, I'd suggest removing them all from the Infantry, and have 1-2 SWS with them, that way you can use a single order to boost 3 Snipers at a time, keeping other orders free for other units. I'd also ditch the Power Swords on the Sergeants; you're Guardsmen, 2 PS attacks aren't going to change much.

Well, power swords on STR 4 catachans can be handy. But the purpose of the units must be redefined. The equipment mix of the current list is contradictory.
If you want to bring those power swords to use, you should ditch the lascannons, and give the squads weapons which they can use at full efficiency, while moving forward or repositioning against threats to your tanks.
My advice would be :
plasma gun, sergeant with plasma pistol and power sword : 56 points.

By converting your line squads to this load-out, you could bring one more fully equipped line squad.
This is more protection for your tanks, and objective grabbers also.
Note that following Chapter Approved 2017 power fists cost 8 now.

Then, with the spare points, change your LRBT heavy bolters to lascannons.
The tanks will provide the anti-heavy firepower you need.
The Executioner is good, but on a basic LRBT, without the rerolls of 's from a tank commander, the battle cannon is safer, and has better range.
Plasma sponsons are still good though, and they benefit from the Catachan doctrine rerolls too.
With remaining points, well, a seeker missile on each LRBT can make your opening salvo more threatening.

Maybe Harker is providing the rerolls?

Yee, that is right.

Personally, I'd drop the hellhounds, the power swords, the boltguns as needed (It's more of a "I got 3 points left" kinda thing than something to dedicate 10 pts to.), and two of the powerfists. Then replace the powerfists with power swords, and replace those with the two relic swords you have access to. Spend the rest on bullgryns and mortar hwt.

Basically, you're kind of locked in using your infantry for fire support. Use their CC capabilities when the enemy overextends to break your lines, not as the primary fighting force. Elite melee will just tear through them like checkers, eating up those expensive lascannons.

I like the snipers fwiw

10 ratlings cost 90points, otherwise your list seems good. Maybe you forgot to add points from sniper rifles.

Was that a CA change? I don't own it.

Yes base cost of Ratlings gone up to 7 points (+ sniper rifle), while cost of power fists was lowered to 8 points.
