Can Cypher be a part of space marine detachment, example Raven Guard HQ? What happens chapter tactics, stratagems and warlord traits? I wonder how Cypher could be ally of mechanicum. Can he be a warlord?

No, he cannot, because you cannot use IMPERIUM to bind a detachment together. Furthermore he doesn't have the right <CHAPTER> keyword. If you want to use Cypher and the Fallen, they need to be in their own detachment. He can be a warlord but you're handicapping yourself if you do so.

Obviously this advice about the IMPERIUM Keyword not being usable to bind Detachments only applies to Matched Play games using the Big FAQ Beta Rules.

So post FAQ, the only way to include Cypher and the Fallen is to take Cypher and at least 3 Fallen units to fill a Vanguard, or to use Auxiliary detachments for -1CP to take 1 unit of Fallen or Cypher. Why bother

Why bother
In Matched Play. In Narrative Play (which may or may not use Battle Forged armies), you don't have that limitation. You can take a mixed detachment of Dark Angels and Fallen, because they share the CHAOS keyword.

In all seriousness, in Matched Play Fallen are worse than useless. In Narrative Play with Battle Forged armies you're welcome to mix Fallen in with any IMPERIUM or CHAOS army if you're willing to lose pure detachment bonuses. You could theoretically have Cypher and some some Thousand Sons (CHAOS) or Cypher and some Dark Angels (IMPERIUM).
