This was my first impression. The only other thing I could think of was that perhaps those models are coming in kits later on. Correct me if I am wrong, but all of the "new" GSC models coming in Tooth and Claw were originally in Overwatch Killteam, correct? So it could just be a long delayed release. Unless Codex: Primaris is a real thing...

The Gravis Captain is. He's also in "Know No Fear".
Lieutenants can be built pretty easily using the standard Intercessor or Captain kit.
Ancients can be done that way as well, you just need to find a standard and pole bit that fits.
In all likelihood though, the biggest reason is likely because they don't want to cannibalize sales. I wouldn't be surprised to see an Easy to Build Lieutenants with the Master-Crafted Stalker Bolt Rifles for the LTs.

Oh? I've not heard this rumor. In my local area there are tons of primaris armies. I personally like them far more than the old marine line.

Not likely. People who claim to know exacting details on sales usually are full of crap since GW doesn't seem to publish those numbers publicly.
That said Lieutenants, Ancients, and Gravis Captains weren't exactly in short supply despite being "only in Dark Imperium".
The individual Lieutenants that GW themselves have released(Blood Angels, Dark Angels, and now Space Wolves are getting one) don't seem to have done too poorly either--though they're effectively 'direct only' at this point despite not being listed as such and the Space Wolves one wasn't given a separate release but instead was packaged with "Tooth and Claw".

Squatting them wouldn't increase the new release budget. It would lead to the most salt outside of the Dead Sea though.

It's predicated most likely upon the nonsense that people aren't buying the individual boxes when they can get Dark Imperium splits.
To an extent, I could see that argument--but that's mostly because Dark Imperium just came with so much stuff on the Primaris side. Only reason to go individual boxes for Helblasters or Intercessors is to get their different weapon types.

You release half an army without a full range of options amidst all the other factions and of course it's going to be less of a seller on it's own. Just look at Sisters of Silence.

The weird thing to me, is that I didn't buy a DI box. I started my collection with the individuals. I get a discount where I shop, but it was because the DI stuff "feels" cheap to me when compared to the full kits.

the Prime source of that rumor tends to come from people who don't like Primaris Marines. the Primaris kits are only about a year old, so their being no new primaris releases is hardly suprising.
GW tends to keep a handful of models unique to their starter kits every edition. it's likely we won't see a gravis captain outside of DI until next edition.

You think Primaris don't have plenty of options at the moment? They have tons of stuff already and no doubt they'll get more in the future. If DI, those small starter kits and the 40k conquests is anything to go by then I have no doubt that Primaris are a good seller so far.
As for the question they can be got easily and cheaply on ebay at the moment. Maybe they'll each get an individual release later with their own sprue and more options once GW decide to do another wave.

Oh, they have enough options to fill out a Brigade if you go MSU, but let's not pretend that the army is well rounded in terms of balance. They're damn good models (and have made me swear off buying regular Marines ever again) and will definitely be the focus of Marine support going forward, but if sales are lagging it's because there isn't enough there to buy after a certain point. I mean I've only been picking stuff up for around a month now and I've got nearly a unit of everything already (just need a box of Reivers, the unique stuff from DI, an Apothecary and a Chaplain and I will have one of everything) and I'm not even dropping large amounts of cash on these guys at a time (around $130-150 USD at a time).

DA got Plasma Pistols, Wolves look to be getting Bolt Carbines, and Blood Angels got an empty hand(!!!!).

Also, there's not a lot of push to rush out kits for models that can be readily scratchbuilt from available kits, unless I missed some rule that says 'these models must look EXACTLY like this.'

Not really. Assault bolters are a better choice hands down.
Maybe if the Stalker was Heavy 2 I'd consider it.

Not really. Assault bolters are a better choice hands down.
Maybe if the Stalker was Heavy 2 I'd consider it.
I don't know about that, AP 2 and 12" more range is worth something.

I split a Tooth & Claw with a buddy(I have no Redemptor, Aggressors, or basic Intercessor sets) and I'm planning on doing that--and it's not like Lieutenants have that unique of a loadout.

Lower number of shots (could be heavy 2 instead), loss of reliable moving and shooting (could be Rapid Fire like the Stalker boltgun instead) and lacks any sniper bonus (could actually be a sniper type weapon that actually snipes). Any of those things could make this weapon better than it is, but instead we get a waste of an option.
The heavy plasma has a similar issue actually.

My only guess is that they alot a budget to new releases and the stuff Primaris got in the codex hit the limit of that budget.

This was my first impression. The only other thing I could think of was that perhaps those models are coming in kits later on. Correct me if I am wrong, but all of the "new" GSC models coming in Tooth and Claw were originally in Overwatch Killteam, correct? So it could just be a long delayed release. Unless Codex: Primaris is a real thing...

That is usually true, but if you plan to park those bolters far away where they will never get into rapid fire range, then the stalker bolters become interesting.
They shouldn't cost more than the rapid fire version though.
