So I've had a Nurgle Daemon Prince on my shelf un-built for a long time. I just got him built and painted but cannot find him in the index that would have released when dark imperium release. Is this book out of date now?
Me and my brother have been playing and he keeps using space marine scout snipers without the rules for the unit and insist that they instantly wound on a +4 and no save is throw is allowed. Is this true?

Sniper rifles cause a mortal wound on a 6+ in addition to regular damage so your brother is incorrect.
As for the DP, what do you mean by nurgle? Deathguard, daemons or regular CSM can all have nurgle aligned princes. The index is out of date, but you can still use the rules from them if you wish but the codex rules take precedence.

You can use any datasheet you want from the above. CSM,deathguard or nurgle daemons. I can't tell you where to find him in the index because I don't have it sorry.
For example if you wanted to play black legion and wanted to use your prince you would use the daemon prince entry from the CSM codex and give him the mark of nurgle and then you're good to go.

General rule of thumb - having the rules is a great way to actually play the game. If your brother is randomly cheating like that, best to hold off until you have the rules in hand. I don't mean that in a snarky or mean way.

Yeah, you need to get the rules in some form. Your brother is cheating, whether by intention or bad memory.
You might want to get Battlescribe. It's not perfect and you should still get the rulebooks, but it can help you look up a random unit quickly.
But yeah, daemon princes are a weird case. There are several factions that can use daemon princes and they can all use basically any of the models. The ones I can think of are Chaos Space Marines, Death Guard, and Chaos Daemons. Well actually, also Thousand Sons, but you probably don't want to use that one if your model is Nurgle specific. Those all have codexes newer than the index, so you probably should use the version from whichever codex you want the rest of the army to be.

Yes, very wrong (though that doesn't mean it is intentional). Snipers wound on a 4+ with ap0, so you get your save for the shot. If the to wound roll is a 6+ then the target also suffers a mortal wound, against which you can't use regular or invulnerable saves.
I'd recommend getting access to the rules, either through codexes or battlescribe. This will allow you to easily check the rules for units.

Unless they have poison, not sure is SM ones do, they do not wound on a 4+, but rather follow the regular strength vs toughness model. 6+ does also inflict a mortal wound.

X is a placeholder: if a weapon says S: X, consult it's special rules (written next to the numbers on the shooting profile). It'll tell you what to do for wounding (probably says wounds on a 4+...).

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.

But if you don't have the rules then the info from a forum is probably more accurate than his information. I mean, I'm not sure how you can argue about the validity of rules without actually owning them in the first place.
It sounds as though you're using rules from a previous edition if you have sniper rifles with Strength X. Sniper rifles used to always wound on 4+ in previous editions but that's no longer the case. Now they have a Strength value, just like any other weapon. Their special rule is as others have already pointed out - on a wound roll of 6+ they inflict an additional Mortal Wound on top of their regular damage.
Honestly, you need to get the rules. All your questions are clearly answered there. Just make sure whatever rules you do get are 8th edtiion, and not from earlier versions of the game.

The scout sniper rifle is S4 with a special rule that makes it deal an additional mortal wound on a roll of 6+. Do you not have the rulebook itself? The index doesn't have all of the rules to play the game, just rules for the unit datasheets. How wound rolls work is detailed in the main rulebook, you should've gotten a copy of it in Dark Imperium.

We have the rules. He is just saying that 4-6 are instant wounds with no saves and the mortal wound is just for characters now. He has said several times now he won't play if we change his sniper rule and he also has said he won't play against Heldrakes or more then 2 tanks. Lol guess we aren't gonna play anymore

Your brother sounds like a tool.
Snipers are S4 AP0 D1 weapons, that can target characters of 9 or less wounds even if they are not the nearest. In addition, if the wound roll is 6+, they deal a mortal wound in addition to regular damage. That is it.

Yep, assuming this isn't a simple trolling attempt...your brother is 100% in the wrong, and if his attitude is that he won't play unless you abide by his made-up rules...time to drop 40K, and find something else to do ---- or play 40K against other opponents.
In short, get the rules. AND the codex or index for the armies you're using. The rulebook 100% proves him wrong, so unless you're playing an older edition, he needs to read up.
