So with the can use the index if it doesn't exist in codex thing can I take a librarian with a storm shield (giving up his stormbolter) and make a mini Draigo!

on the other hand Nobz they decided it was in the best interest of ork society that they "Go Green" as such they specifically modified their warbikes to not make giant smoke, dust, grit, clouds. Instead they are all about driving with clean air, one might say their bikes Gak out rainbows.

You are mistaken. The Designers Commentary has a flowchart on how to use Index wargear options.

You are correct, per the designer upgrade flow chart, you can indeed swap the Stormbolter for a Storm Shield, and even retain the Warding Staff.

Staff or any nemesis weapon. If i am feeling frisky could give him a hammer but its not needed he is there to turn 1 gate and use maelstrom. Hopefully live and continue. If he dies Draigo or voldus comes down and does it also!
My plans work (for once) yes its not optimal but at least i get to have some fun with conversions.
