What do you need it to do for your army? You mentioned being in love with the Cerberus gun in another thread - though twin quad-lascannons will give that a run for its money in 8th edition.
Do you need a transport? I believe the Spartan has some rules which make it better than a Land Raider in that regard. If not, if you just want a big huge gun carriage, then the Cerberus would fit your bill. The Spartan would be more versatile (obviously), and I believe it's a bit cheaper points-wise.
The Spartan has a rather large transport capacity...but you're likely paying for a lot of that room - so if you don't use it, it's wasted points.

I mostly want a bug gun boat that can help against the T8 vehicles I regularly face (and Knights). The Spartan is 120 points more than a Land Raider with double the firepower. But the Cerberus can do massive amount of damage as well.

The Sicaran Venator only has a single shot that does 2D6 damage. It couldn't kill a Vehicle in one shot.
Um, the sicaran venator gets 3 shots that are each s12, -4, d6 damage (plus vehicles get a -1 to hit on their next turn if they take damage from it). It won't kill a superheavy, but I have killed big things like trygons or leman russes in one volley with it. Plus you can slap 2 lascannons on it for further goodness. Being able to move as far as it does and not suffer any penalties for moving and shooting is great.

The Spartan is a mega land raider, hold 25 dudes and has 2 quad lascannons. Also has 22 wounds instead of the normal 16 and it's a LoW choice.
The Cerberus has a super laser cannon, that does 8 shots that do damage if you roll over the unit leadership. The damage is 4+D6 at -5ap. Per shot. Also has sponsons as an option. It's also toughness 9.
Both are BS2+.

it really depends on how you want to use it. are you looking to provide near-titan heavy support or do you want to storm up the board being able to take 25 marines?
I would always go for the transport capacity, you can fill that tank with 2 full squads of tacs and a 5 marine dev squad or termies or what ever else you choose.

Kinda simple with any if the big stuff from FW. It's either transport/firepower/ survivability. you can pick any 2 but not 3. I was initially drawn to the Cerberus as it's a pissed off vindicator on steroids, but I decided you wanted the ability to bumrush 25dudes up the table and not be locked into CC by a single model. They both look badass (typhon as well) and definitely bring the pain.
I considered the Typhon as well, bit with it's point value at the moment it's a little hard to drop $200 on that model. The Cerberus or Spartan on the other hand, are acceptable for me.
The spartan is what the land raider should be. It has special rules to allow it to shoot while engaged or to fall back shoot and/or charge. For an assault transport it’s better at its job than the land raider even if it’s more points.
Spartan all day every day. 8 las is substantial, and it reduces your drops really well. I think that, while it's not super competitive, it benefits from having <legion> keyword, allowing you to drop Thousand Sons buffs, prescience, warptime on it.
Personally I'd go for the Typhon because it has IW written all over it. But if you don't want that and you say you want "Titan firepower" over transport capacity the Cerberus would be the logical choice (even though I don't know exactly what the Hellforged's main gun does but I'm sure sure you'll be able to math out whether it beats 8 Lascannons. It better does for giving up 25 transport capacity that can't be blocked by chaff in CC ).
This is the Cerberus cannon. It gets 2 of them, you wound based on a 3d6 roll vs leadership. The Cerberus also has steel behemoth rule, along with the normal hellforged rule of 'infernal hunger' which is the more damage it takes the better it is in combat, also if it's a transport, it could eat my own dudes when they exit. It also makes the table is attacks at -3AP. These two tanks get 6 or 7 attacks each fight phase.
The Infernal hunger rule is one thing that's really stopping me from full on committing to the Spartan.

I agree wholeheartedly. Due to not having the steel behemoth rule it kinda devalues the points cost for the Landraider. The behemoth rule feels like it was written for the Landraider but GW being GW.....
As for the Typhon it is basically titan level weapons in a heavy LOW chassis. not worth the points unless you are facing a couple of Warhounds or Castellan knights. I could find use for the Spartan or Cerberus in "normal" games(2500-3k). While I would love to have all 3, only 1 I would use often. I do wish for a missile battery heavy chassis, my Helios looks badass and would want something like the USArmy M270 MLRS with the capacity for 10 marines.

That's not so bad, but it does point to the Spartan's best use being bigger blobs. So 10-man zerkers, 25-man tzaangor flerds, that kind of thing, I reckon.

Yes, whenever they leave you have to roll, 1=eat a dude. The upside, if there is one. Is that it triggers the roll to see if it heals.
