I just wondered if there's been any indication who it might be. The necron theory seemed plausible given the way the ethereals seem to almost have like "command protocols" like the necron hierarchy does.
Things don't have to be all planned or all random. Maybe the warp storms happened for no reason, but it gave some eldar an idea: "those primitive will be safe from the imperium for a while, now I can start my 5000-year-plan to turn them into my tools."
Instead of planning a billion moves in advance, it's easier to find one race with potential and lightly nudge it in the right direction. For beings who can predict the future, have a lot of patience and can travel across the galaxy almost at will, it doesn't sound like it's that much effort. There may be a lot of potential puppets in the galaxy that some eldar keeps a close eye on.

Although don't forget that Tau are appealing as a weapon because they are thoroughly unappetising to Chaos. That is the reasoning behind the Eldar-help theory.
Of course, it may not be uncommon for sentient species in the galaxy to have minimal psychic ability, with psykers being disproportionately represented amongst the major races (perhaps because of the power of psychic beings).

Fair point. Considering how faster-than-light travel works in 40k, non-psychic races would have a hard time building an empire and the lore doesn't really focus on anything that isn't a major player in the galaxy, so it's hard to tell if the tau are really that special or if anyone could have found (or "found") a warp engine... Well, I guess that's what fan theories are for.
