Firstly Da Jump doesn't cost any points, it's a psychic power. You can Da Jump any ORK INFANTRY unit, regardless of size, points cost or power level.

For the Tellyporta, you still use the power level of the unit, even in matched play. It's annoying that some things still reference power level, even in matched play (another example is Daemon summoning) but at least the beta Tactical Reserves rule uses points now!

Units still have a Power Level, even if you're using points. You have to obey that limitation, in the same way you have to obey the limitation that it only works on an ORK unit.

Points change so there isn't a set amount of points = Power level anymore.

Each unit does have a PL in their codex/index datasheet entry though so you can figure it out by looking at it.

Generally speaking, a unit of infantry will have a starting amount of guys in it, and if you add guys the PL will go up in increments.
