Why not keep as is, but the sniper rule allows the sniping player to pick model removal? Like earlier additions.
Fits the theme of the sniper picking their targets. It would also make the sniper rifle more relevant to the game.

Does it though? Most units are compossed of non unique models with equivalent wargear. One dying is much like any other. Snipers need to be able to target characters regardless of what units are around/inbetween them. And the increase in over all health of characters means snipers need the damage to compensate.

You'd have to be very very careful how to implement that though. Most snipers are rubbish, but take Deathmarks for example, 2 full units in rapid fire range (easier for them to do compared to most snipers due to DS) and with Merphit dynasty, will on average kill Abaddon or a DP in a single round of shooting. If the sniper rule is made too powerful then we could end up with a single squad being able to kill a character like Abaddon in 1 turn. It would have to be a unit by unit basis.

And deathmarks pay out the ass for that ability. Compare them point for point. SHOULD a full unit of DMs be able to kill a deamon prince in a single round with their one shot gimick of deep striking to get into rapid fire range IF the enemy leaves a opening for it? Yes. I think they should.

These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

Deathmarks are meh. And I agree that 340 pts. of deathmarks should kill a DP. But you will never see anyone playing 2 full units of them.

I agree, 2 units for their cost should be able to do that. What I'm saying is that if you change it too much, 1 unit may be able to do that.

I'm putting a +1 on the "allow snipers to select which model dies" camp, yes there are a lot of units without any special weapons or leaders, so it's your mistake shooting a sniper at them.

I would, however, prefer it if you can select models as targets instead of units. This would slow down for units like deathmarks, though.

But why should they be.

Historically, they've been a morale and suppression nuissiance, but not an actual anti-infantry threat.

One shot one kill is cool, and terrifying. But five shots one kill does more and is more terrifying if you shoot ten or twenty shots for every sniper shot.

In the time span of a 40k game, an actual sniper team would probably take on maybe two targets.
