I am new to 40k and was looking at Space Wolf fast attack options and was wondering which of the units were worth putting into a list?

Stealthy Space Wolves Scout

Single or pairs of cyber wolves are the best option if you reallly need Fast Attack (i.e. for a Brigade detachment). They are cheap, fast and versatile. You can use them to deny enemy deep strikers, grab objectives or put them on the frontline to soak Smites.
Sky Claws could be an ok bodyguard for a jump Lord.
Some people like TWC, but it really depends on your meta. If you play on tables with lots of ruins they really have problems. Unlike WUlfen they can't move through walls and most ruins don't have openings big enough for their base so they have to move around the walls.
Fast Attack could be safely ignored by most Wolves lists, I would focus on something else first.

The Jump Pack Claws are probably the best option as they ignore the limitations of the regular Blood Claws regarding movement. Pop strategems and watch the carnage fly.

They're elites though.
As Ragnar said the best FA in the codex is a single cyberwolf, indeed. Since we don't have troop scouts they're the best option to mess enemy deepstrikers. If you don't need units for that role, they're still cheap objective grabbers.
TWC are decent only if you tailor the list around them, I mean you must expolit combos with other units to make them worthy. Something like a wulfen + TWC with claws or swords + Arjac + wolf priest bomb can even work: melee anti tank, anti infantry, attacks buffs, and lots of re-rolls. But they're clearly overpriced and hopefully we'll get some points reductions with the next round of FAQ as at least their shield will definitely go down in points, maybe even the platform considering how many SM units got a price reduction in CA.
Skyclaws are also decent but they're not troops and tipycally 3x5 blood claws are already enough for that role.
I wouldn't even consider other FA in the codex or index.

Yeah, forgot about them being Elites instead of FA. Swiftclaw bikers still benefit, but the lack of storm bolters means not as much.

They also have only BS4+.

I’m with Cyberwolves.
They have the con of being really good targets for First Blood attacks but if your opponent doesn’t or can’t chase them straight away you can make them very forgettable.
