Would it work reasonably well to incorporate these mini-factions into the Renegades & Heretics army list? Thematically they seem pretty spot on.

An entirely obscure but related suggestion:
Make Genestealer Cults a subfaction within the larger renegades and heretics codex.

Thing is, they have different allegiances. GSC serve the Tyranids and R&H serve Chaos.

That is not really true.

Peperidge Farm members time where gsc could open themselves to Chaos.

Not to mention in the 7th ed codex there is a cult that turned to nurgle.

I am inclined that a propper insurgents, heretics and gsc combined codex could be a net gain.

All this armies share a assymetrical /heavy irregular component.
